Job Title: Procurement and Logistics Officer

We are currently seeking qualified candidates for the position of Procurement and Logistics Officer for the USAID-funded Liberia Education Systems Strengthening Activity (the Activity). This position will be based in Monrovia and is contingent upon award. Project description The 5-year Liberia Education Systems Strengthening Activity, will work in partnership with the Ministry of Education (MOE) to address system-wide constraints and increase the MOE’s capacity to provide decentralized and inclusive education, monitor progress, and sustain improved learning outcomes for all children and youth. The activity will support the central MOE to improve education data, resource management, and accountability, and work to improve county-, district-, and school-level governance processes and systems in Montserrado, Margibi, Lofa, Nimba, Bong, and Grand Bassa counties. The activity will target education officials and professionals at the central, county, district, and school level with its capacity development interventions with the end goal of improving education outcomes for children and youth.
Job Summary:
Major Responsibilities:
• Support the Director of Finance and Administration in administering and managing grants under contract (GUCs).
• Oversee ESSA procurement plan and support the Finance Manager to develop and monitor budgets, expenditures, commitments, and subcontracts;
• Manage the procurement of all items for all in-kind GUCs to government entities.
• Responsible for procurement requests and ensuring procurement files are compliant with USAID and FHI 360’s policies and local laws.
• Acts as primary points of contacts between suppliers, distributors, and project staff for procured goods and services.
• Develops sound, cost-effective strategies for the purchasing of materials and assist with developing bid specifications.
• Negotiates contracts, terms and deadlines with vendors and suppliers.
• Responsible for managing the fleet and tracking, maintenance, and reporting on assets.

Job Requirements:

Bachelor’s degree in business, supply chain management, or relevant field.

3 5 ye ars of re levant experience in procurement and logistics management, preferably on a USAID project.

Good knowledge of procurement requirements and USAID donor compliance.

Familiarity with standard, relevant vendors and venues for efficient procurement competition
