SUMMARY OF POSITION:
The Procurement Assistant supports the Procurement Manager to ensure that procurements and
other related tasks ensuring implementation of and adherence to local Procurement policy &
procedures that are in line with PSI Global policies and best practices. A critical function of this role
is to ensure that procurement requests are attended to and the same are delivered to the vendors
in time. The Procurement Assistant will support the Procurement Manager in the purchase of the
highest quality merchandise at the best value for money, in correct amounts, in a fair and
transparent way, and in accordance with technical specifications and donor rules and guidelines.
S/he will support improvement of the procurement and admin functions of the platform by ensuring

that all relevant policies and procedures are implemented, and by increasing the capacity of all staff
with respect to policy and procedural compliance. The successful candidate will conduct all business
with the highest degree of integrity, transparency and professional ethics in accordance with
organizational policy.
REPORTING STRUCTURE
The Procurement Assistant will report directly to the Procurement Manager.
DUTIES & RESPONSIBILITIES:
The scope of the assignment is to organize procurement process for PSI focusing on the
following:
• Assist the Procurement Manger to organize procurement process including preparation of
solicitation documents, solicitation of bids in full compliance with PSI Global rules and
regulations and proper functioning of a client- oriented procurement management system
• Develop and Maintain rosters of suppliers.
• Prepare and maintain necessary procurement tracking databases of preferred vendors;
• Ensure that the quotes are reasonable and reflect the best value for money;
• Support Procurement Manager to develop a procurement planning process for all of PSI
programs to improve efficiencies including assisting Program Manager to update the
procurement tracker tool;
• As and when requested review quotations according to the technical specifications and
evaluation criteria specified within the RFP/RFQ, in accordance with PSI/Liberia procedures,
policies and authority matrix. Ensure that vendor business registrations, tax clearance,
accounting string and BI are up to date and attached.
• Assist Procurement Manager to update QBE so that all relevant documents are uploaded in
time and deliver the role assigned for QBE.
• Liaise with the procurement committee to seek/obtain approval for procurements where
applicable;
• Raise and help to resolve procurement related issues proactively, including following up with
various unit heads to ensure that procurement process is on track.
• Assist Procurement Manager for import & export of goods and services (IMPEX); Assist in
routine administration activity of the office; and Any other duties as assigned from time to
time.

• Completed procurement of goods and services as per procurement Plan/PSI Liberia office
• Updated roster of suppliers
• Database on supplier evaluation post-contract completion

• Established structures and capacity for multiple procurements
• Timely procurement reports to senior management
SKILLS AND EXPERIENCE:
• Experience in procurement and administration.
• Strong skills in troubleshooting and problem-resolution/solving skills. Good timemanagement skills and able to prioritize projects Strong oral, written and computer skills.
• Willingness to travel within Liberia outside Montserrado Country
QUALIFICATIONS:
• University Degree or Diploma in Business or Public Administration. Specialized training in
procurement would be an added advantage.
• Associate degree in Procurement, Supply Chain Management, Business Management or
Administration or a relevant field experience.
• Minimum of 2 years of experience in procurement, including purchasing and logistics planning;
• Ability to perform broad range of specialized activities related to contract, asset and
procurement management.
• Excellent communication skills.
