Plan and optimize procurement procedures.Select and implement procurement and grant award procedures in accordance with Expertise France’s regulations on public procurement and grants.
Draft amending documents during execution (amendments, termination, rejection of services/deliverables, etc.).
Contribute to Support Services activities (reporting, advice, support).
Participate, when required, in workshops launched by projects and/or the Legal Affairs Department.
Implement procurement processes:
Ensure execution monitoring and contractual compliance :
Participate in the development, monitoring and updating of procurement plans with the project management unit.
Conduct market monitoring of national and international suppliers (actors, products, prices, etc.).
Propose procurement strategies to requesters.
Identify cross-cutting and recurring procurement needs
Ensure the implementation of administrative procedures related to project procurement.
Under the supervision of the Support Functions Manager, the Procurement and Contract Officer ensures the compliant and efficient execution of all procurement and contract activities for the shared office and its projects, in line with Expertise France’s internal rules and donor regulations, while coordinating closely with headquarters legal services.
Education:
At least a bachelor’s degree in law, procurement and supply chain, business administration, public administration or a related field.
Experience:
At least 5 years of relevant experience in an NGO, international organization, or on development/humanitarian programs.
Proven experience in operational procurement, all types combined: supplies, services and works (grant management is an asset).
Proven experience in applying procurement levers (price negotiation, SWOT analysis of product families, supplier base, sourcing, etc.).
Specific experience:
Very good experience in procurement and contract management for development projects.
Experience in developing and implementing procurement plans and strategies.
Knowledge of EU procurement rules and procedures.
Experience in drafting and managing framework agreements, contracts, and amendments.
Proven experience in sourcing, supplier evaluation, and negotiation.
Familiarity with public procurement regulations and grant award procedures (asset).
Experience in monitoring contract execution and supplier performance.
Experience with multi-year and/or multi-country projects (asset).
Experience with EU-funded projects (asset).
Mastery of donor procurement rules and procedures (EU, AFD, World Bank, etc.) for public procurement and grant award.
Knowledge of contract law, framework agreements, amendments, and risk management in procurement.
Expertise in sourcing, supplier evaluation, price negotiation, and performance monitoring.
Very good command of procurement software and e-procurement platforms (knowledge of ATLAS or similar ERP is an asset).
Strong analytical skills for bid analysis, supplier market assessment, and cost optimization.
Ability to work with minimal supervision and take initiative.
Problem-solving and corrective action skills in contract execution.
Organizational rigor and ability to manage multiple procurement streams simultaneously.
Good oral and written communication skills in English (French is an asset).
Ability to coach and build capacity of partner teams on procurement procedures.
Team player with strong interpersonal and negotiation skills.

Based in Monrovia, with possible travel within Liberia.
National fixed-term contract.
Salary according to Expertise France national salary scale.
