We are currently seeking qualified candidates for the position of Procurement Officer for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Liberia.

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). In Liberia, the project provides technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key and vulnerable populations.

JOB SUMMARY:

Support activities related to the procurement of goods and services in accordance with FHI 360 policy, USAID and other donor rules and regulations in support of the EpiC Liberia project. This role reports to the Associate Director, Finance and Operations and is based at the EpiC Liberia office.

KEY RESPONSIBILITIES

  • Ensure compliance with USAID rules and regulations and FHI 360 policies
  • Support the procurement activities for EpiC Liberia project in compliance with and based on USAID rules and regulations and FHI 360 policy.
  • The Procurement Officer will be involved in requesting for Quotation/Proposals (RFQ/RFP), organizing and facilitating bid evaluation processes and reviewing quotations and performing cost/price analysis
  • Ensure purchases are done on time for the project’s use (this includes generating procurement packages for timely reviews and approvals)
  • Manage sourcing activities for a variety of commercial goods and services
  • Provide purchase information to the inventory committee to update the inventory for the project Support project team and work with project administrative staff to develop and update procurement plans
  • File procurement documents according to existing protocols ensuring consistency in the procurement documentation and filing (including updating procurement tracker, E-file folders with complete procurement packages, reconciling e-files with the procurement tracker on a weekly basis) Contribute to the development/update of a suppliers and vendors list.
  • Liaise with other EpiC Liberia staff on procurement related matters
  • Perform other related duties as assigned

REQUIREMENTS:

  • Sound judgement, ability to extract, interpret, analyze and format data and to resolve operational problems.
  • Ability to work with minimal supervision and to work effectively with people of different national and cultural backgrounds.

JOB DESCRIPTION

  • Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative and good judgment.
  • Good administrative and ability to plan and organize work, and to work seamlessly with administrative staff in the EpiC Liberia office.

Essential:

  • At least 3 – 5 years of relevant work experience in areas such as procurement and logistics preferably in the development sector and with USAID funded projects.
  • A degree in Procurement, Business Administration, Accounting or related field Excellent written skills in English.
  • Experience working with an international organization is preferred.
  • Proficiency in MS Word and MS Excel and other cloud-based data storage capacity such as SharePoint.
  • Work independently with initiative to manage high volume work flow.
  • Perform detailed-oriented work with high level of accuracy

Type and nature of contacts:

  • Routine coordination with FHI 360 employees and consultants, on-site and in the field Work with people to coordinate work assignments with other staff, and to resolve problem situations with tact, with occasional external interaction
  • Work closely with FHI 360 finance, administrative and operations team.

The position will be based in FHI 360’s EpiC office in Monrovia. Liberian nationals and candidates currently based in Liberia are encouraged to apply.
