Internews Network is implementing a USAID-funded Media Activity program in Liberia aimed to enhance the human and institutional capacity of the media sector while advocating for and maintaining current media freedoms to reliably carry out responsible journalism, drive reforms, and increase revenue.

In accordance with USAID rules and regulations, Internews policies, and local laws, the Procurement Officer is responsible for procurement and coordinating asset management, liaising with HQ on procurement matters.

Procurement Support

• Manage all international and local procurement of goods and services planned for Liberia Media Activity in compliance with donor regulations
• Coordinate with the finance team all international and local shipping of purchased equipment and supplies to relevant field locations, including seeking tax exemptions as may be relevant.
• Provide technical guidance and training to Internews staff and partners regarding procurement-related policies and procedures.
• Work with project staff on procurement needs, provide technical support and advice on specifications, cost implications, and logistics for safe delivery both internationally and nationally and ensure timely delivery of goods and services.
• Ensure timely preparation of procurement plans for Internews and implementation of proper monitoring and control of procurement processes including organizational RFQ, receipt of quotations, bids evaluation, and negotiating procurement supplies in compliance with Internews rules and regulations.
• Coordinate with the finance team to ensure that prior to the final ordering and delivery of the equipment and materials, the project code, and account code is appropriately determined.
• Maintain all supplies “contract tracker sheet and update accordingly, manage regular invoice reconciliation with vendors to ensure that payment is made in a timely manner.
• Maintain records of service agreement and renewal dates and communicate to supervisor for renewals if applicable.
• Verify and document that all vendors (including consultants, subcontractors, and vendors) are not on the excluded parties list and take necessary action to document verifications.
• Ensure all Internews and USAID procurement policies, and regulations are followed.
• Plan and follow-up with suppliers and ensure timely delivery of requested supplies and materials and update program Project Managers on status of Particular Procurement, communicate to Logistics team informed on the status of the delivery and times to avoid issues related to delivered goods.
• Support Internews Subgrants Partners Procurement that is managed by Internews and shipping of Goods to the field.
• Documentation of all Local Partners and HQ Contracts in BW files and Egnyte folders for easy reference.
• Provide support to other team members if they are scheduled for leave to ensure all program activities are running smoothly.
• Assist in vetting processes for all Internews Contractors, consultants, and vendors in compliance with donor requirements.

Asset Management Support

• Coordinate and ensure Capacity Building Agreements for Liberia are completed by reviewing the asset register and ensuring completeness before CBAs are processed
• Conduct quarterly asset verification
• Ensure that asset verification reports are shared with the management and relevant Internews staff on a quarterly basis
• Other duties as assigned.

Required qualifications, skills and experience:

• University Degree in finance, accounting, business administration, or related field.
• Minimum of 5 years’ management experience in project management with demonstrable results.
• Experience in financial or admin management in USAID funded projects.
• Strong understanding of USAID procurement and compliance rules and regulations.
• Demonstrated organizational skills, ability to prioritize workload and multi-task in a fast-paced environment with a strong track record of meeting deliverables.
• Excellent soft skills, including interpersonal and communication skills, with a problem-solving attitude and as a self-starter who works both independently and as a collaborative team player.
• Being self-reliant, resourceful, a good problem-solver.
• Ability to travel within and spend extended time in the field, with limited facilities.
• Strong analytical, training, oral and written communication, and team-building skills.
• MS Excel, Word, PowerPoint required.
• Ability to manage multiple priorities and projects while working as part of a team
