Job Title: Procurement Officer (x1)
Location: Monrovia
Reporting To: Logistics Supervisor
Responsible For: N/A
Contract duration: Fixed-Term
Job Purpose: Fully responsible for the procurement of materials and services.
Responsibilities:
PROCUREMENT OF PROGRAM REQUIRES MATERIALS AND SERVICES:
Receive approved Supply Requests (SRs) and submit to Logistics Supervisor for technical review and approval before processing; record all SRs received in procurement tracker and update the tracker for all SRs directly managed; send RFQs to suppliers through the official procurement email address; inform the Store Keeper of all stock procurement in advance by providing them with a copy of the PO including all supporting documents to enable them plan storage and capture the prices of the items in the stock report; Ensure all procurement documents are scanned uploaded and filed on the server with sequential numbers for an easy access when required; participate or lead the tender or purchase committee process; liaise with the Store Keeper in receiving materials for quality verification; when an SR is received, check with the Store Keeper if the materials are already available in the store before proceeding with the procurement; support with the identification and establishment of Framework and Service Level Agreements to speed up procurement processing time; submit complete procurement files to the Logistics supervisor/Systems Director for review before proceeding to payment; update weekly work plan every Friday; initiate all tender processes and share related documents with the Logistics Supervisor for review; participant in
market survey and update the materials catalogue on an annual basis; label and arrange hardcopy procurement files on a regular basis; be willing to execute any other duties assign by your immediate supervisor
OTHER LOGISTICS DUTIES WHEN REQUIRED IN THE ABSENCE OF OTHE STAFF
Assist in the fuelling of vehicles & fleet planning in Monrovia; support in vehicle insurance and registration processes; participate in the weekly spot check and the yearly general stock count process
Experience & Qualification:
∙ Bachelor Degree required from any recognized University
∙ Diploma and or certificate in procurement from any recognized institution
∙ Must have demonstrated experience with Microsoft Office Suite in particular Word, Excel;
∙ Proficiency in oral and written English is required;
∙ Must demonstrate a fast, flexible, and efficient way of working and can-do attitude (Team Player)
∙ Minimum 5 years’ experience with INGO, UN Agency, Embassy, etc. serving in the similar position
