Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Liberia, GHSC-PSM performs work and provides technical assistance across all four task orders.

GHSC-PSM in Liberia supports country strategies and priorities that fall under the following project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

GHSC-PSM in Liberia’s technical team is supported by the Operations and Finance team, whose focus is to ensure the smooth operation of the project field office, conduct administrative and country specific procurements, and process all invoices paid in country.

Objective:

The procurement specialist, under the guidance of the Director of Finance and Operations and working jointly with the Senior Operations Manager holds the primary responsibility for ensuring the continuity of the GHSC-PSM’s field office administrative procurement operations, including but not limited to, the administration of vendors and suppliers, logistics and travel vendor coordination, and general procurement in line with USAID and Chemonics policies and procedures.

The Procurement Specialist is the primary point of contact for administrative procurements and office management. He/She will oversee vendor management, releasing request for quotes or proposals, management of invoices and payment request, file management, among other administrative task associated with office administrative procurement. Ad the primary point of contact for these tasks he/she is responsible for the creation of prioritization based on the work plan and expectations laid out by senior management.

Principal Services and Responsibilities (Essential Functions)

As the Procurement Specialist, the employee is responsible for the following principal services and responsibilities:

  • Provide direct oversight over in-country related procurement processes, to include request for quotes/proposals development, solicitation, selection, purchase order development, and subcontract management.
  • Work jointly with the Senior Operations Manager to create clear roles and responsibilities and division of work regarding all things procurement. Collaborate with other project teams responsible for providing technical input during the procurement process and during subcontract management, liaising with the different technical teams to ensure technical alignment with project activities and coordination with relevant stakeholders.
  • Create and update procurement prioritization trackers and work with the Senior Operations Manager in the updating, reviewing and tracking of these, assigning PAR numbers, and preparing payment packages.
  • Drive forward the creation of long-term agreements including but not limited to: Blanket Purchase Agreements, Service Agreements, Memorandums of Understandings.
  • Liaise closely with the Director of Finance and Operations to ensure compliance with USAID and U.S. government regulations.
  • Ensure that program implementation is in accordance with USAID regulations and procedures, including fair and transparent procurement processes and effective financial management.
  • Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the Field Office Commodity Procurement Handbook Organizing and scheduling meetings and appointments, in particular managing the conference room schedules to ensure coordination across all teams.
  • Booking travel arrangements for GHSC-PSM staff as required, working with vendors to ensure reservations are done in a timely and accurate manner.
  • Preparing monthly operational forecast in consultation with the Senior Operations Manager to feed into the project’s Monthly forecast request
  • Other duties as required.

Required Skills and Qualifications

  • University degree required and advanced degree in relevant discipline preferred;
  • Minimum 3 years of experience with USAID contracts’ policies, procedures and regulations;
  • Experience in procurement, and compliance a must;
  • Must have demonstrated experience with Microsoft Office Suite in particular Word, Excel, and Power Point;
  • Proficiency in oral and written English is required.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively; Must demonstrate a fast, flexible, and efficient way of working and can-do attitude Previous experience with Chemonics or another international implementer in procurement a plus;
  • Experience with SharePoint a plus;
  • Must be a Liberian citizen or able to work in Liberia without sponsorship.
