POSITION : Procurement Supervisor
REPORTING TO : Procurement Manager

PURPOSE OF THE JOB

Oversee purchasing activities in OLIB procurement and logistics department and ensure that purchased items are both cost-efficient and of high quality in line with country regulations, the group policies, and Orange Liberia procedures. The Procurement Supervisor’s responsibilities also include supervising staff, maintaining positive supplier relations, evaluating supply options, and maintaining accurate records for the day to day tracking of PO. Writing or updating the procurement procedures, and implementing the necessary controls.

KEY ACCOUNTABILITIES

1. In charge of Procurement supervision of Orange Liberia :

• • Design and implement all material plans and ensure compliance to all purchasing policies within OLIB and manage all communication for all Departments activities and assist to buy all supplies and equipment and maintain quality for same.
  • Evaluate and maintain all reports for inventory re-order and coordinate with internal departments for same and maintain an efficient purchase order system. Ensure all communication with internal customers are well handled and recommend improvements to all service levels and ensure accuracy.
  • Supervise all audit activities in line with Orange Cluster or Group Auditors and evaluate all purchase orders and payment perform and assist to eliminate any discrepancy. Ensure suppliers business registration and other key documentation are gathered beginning of every semester (H1/H2).
  • Establish and maintain solid professional relationships with vendors while continually negotiating to obtain favorable pricing and discount structures.
  • Create a just-in-time supply management systems that bring substantial savings to OLIB by eliminating the need for extensive material stocking.

2. Reviews and evaluates purchase request (PR) forms for accuracy and completeness.

3. Knowledge of supply chain management, analytical thinking abilities, staying up-to-date with industry trends; solid understanding of supply chain procedures; and negotiation skills.

4. Ensure a strong supervisory and leadership skills.

5. Proficient with Microsoft Office Suite or related software. (E.g: Priority etc). PO production and supplier analysis is a key.

6. The ability to communicate clearly with everyone from customers to management to suppliers and vendors is also key.

7. Participate in the expense investment committee meeting (Capex & Opex) and take action for timely execution.

8. Set and monitor the tender committee.

Minimum Requirements

Education:

• University degree in Procurement / Supply Chain / Accounting

Experience:

• At least 4 to 5 years of experience in procurement with at least 2 years at a supervisory level.
• Good knowledge and relationships with providers
• Good working knowledge of Microsoft office especially Excel
• Good knowledge of products, equipment and materials required in the telecoms industry
