TITLE: Program Director
LOCATION: Monrovia, Liberia, with frequent travel in rural areas where VOSIEDA has her activitiesJOB TYPE: Full Time (Initial six months, renewal based on performance)
ROLE PURPOSE:

The Program Director (PD) is responsible for driving cross-functional engagement of VOSIEDA’s Strategy Plan, developing annual plans, reporting results, and coordinating fundraising activities. She/he ensures the development and delivery of high-quality, evidence-based, innovative programs in all contexts relevant to VOSIEDA work. The PD ensures robust monitoring, evaluation, accountability, and learning (MEAL) system is in place by working closely with the M&E officer. The PD work in line with all program Managers engage and ensure that all program departments are result driven. The program Director oversees the development, implementation, and management of specific programs or initiatives.

The significant aspects of this position are Initiating and Setting Goals for Programs, project and proposal development, working with program managers to plan Programs from Start to Completion, coordinating fundraising activities; ensuring capability building, reporting and Compliance, Performance Evaluation and Improvement, and supervising program managers to support program quality in line with international standards and key performance indicators.

ORGANIZATION BACKGROUND:

Founded in 2000, Volunteers for Sustainable Development in Africa (VOSIEDA) is a Liberian nonprofit and a network of development professionals working to promote prosperity, reduce extreme poverty, and strengthen peace and stability in Liberia and West Africa’s Mano River Union Basin region. VOSIEDA’s work focuses on saving the planet and fighting extreme poverty among women, youth, children, and other excluded groups. We advance community solutions to address development challenges and empower local people to care for nature that sustains all lives.

VOSIEDA works across five signature programs to empower and support local communities to promote sustainable development to end extreme poverty, its root causes, and consequences in Liberia and West Africa’s Mano River Basin region, including 1). Climate Change & Environmental Sustainability, 2) Food Security & Livelihoods Enhancement, 3) Women’s Empowerment & Gender Equality, 4) Governance & Social Development,

5) Media & Civic Society Strengthening.

KEY AREAS OF ACCOUNTABILITY:

Donor and Partnership Engagement

· Actively engage with VOSIEDA’s programs to share updates, fundraising needs and priorities.

· Ensure adequate mapping of key in-country donors and potential funding opportunities for Liberia, and update the mapping on a regular basis.

· Support engagement with donors on a regular basis in coordination with the Team Leader.

· Monitor and analyses project portfolio and funding opportunities (pipeline) and coordinate strategic decision making for new funding opportunities in alignment with programs and sector strategic priorities.

Programme Design and Planning

· Support MEAL initiatives including assessments, baseline studies, research studies and evaluations in coordination with relevant Program Managers and technical specialists.

· Develop programmatic objectives and frameworks for VOSIEDA in consultation with the Team Leader and Program Managers.

· Support the development and updating of VOSIEDA annual report, and strategic plan as needed, in line with the organization’s priorities, and in consultation with Program Managers and in coordination with the Team

Leader.

 

  • Support the development of the annual plans and budgets as needed, based on consultations with relevant team members.
  • Ensure effective resource allocation and coordination throughout the program lifecycle.

 

Program Monitoring and Quality Assurance

  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy across all of VOSIEDA’s interventions or
  • Work with the M&E Officers and ensure internal lesson learning and experience sharing across programs takes place and is integrated into program planning.
  • Ensure that gender-responsive and age-appropriate feedback and complaints mechanisms are in place within all of VOSIEDA’s programs.

Support the development of technical tools and materials in coordination with Managers and Team Leader.

  • Analyze monthly reports from different department, make inputs and compile monthly, quarterly or annual donor’s reports for different interventions.

 

Fundraising

  • Responsible for building good relationships with prospective donors and clients across multiple sectors, communicating with the broader public and internal teams, delegating tasks, and drawing up plans to ensure annual targets are met.

  • Support Program Managers and M&E offices through MEAL capacity to strengthen accountability mechanisms throughout our programs and response
  • Sufficiently support the Program Managers in meeting their needs for quality programming and developing programs that meet the needs of communities we serve.

QUALIFICATIONS AND EXPERIENCE

  • At least 10 years’ experience in an NGO environment, including experience directing and implementing development programs, preferably with solid experience in more than one of VOSIEDA’s priority sectors indicated above.
  • Recognized leadership role in relevant technical areas at both field and office level
  • University Degree, preferably a Master’s degree in Social Sciences, Project/Program Management, or in an area of social development
  • Very good understanding of Liberian or West African
  • Experience in working with partner organizations in development
  • A general appreciation of the issues concerning the NGO sector, both
  • Solid experience of developing and managing monitoring and learning systems
  • Good analytical Effective negotiator, with the ability to positively influence cross departmental and cross sector working
  • Credibility to lobby, influence and represent VOSIEDA at all levels
  • Resource management, training, capacity building, coaching, and mentoring skills
  • Ability and willingness to dramatically change work practices and hours, and work with incoming
  • Commitment to and understanding of VOSIEDA’s aims, values and principles including rights-based approaches
