PROGRAM MANAGER (LOCAL)

USAID/Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) Activity

The DELTA Activity (“Project”) is a five-year USAID-funded program with the overall goal of establishing an informed, systematic, and institutionalized approach to effectively monitor, evaluate, learn, and foster adaptation within USAID/Liberia and among its implementing partners (IPs). DELTA is implemented by IBI in collaboration with its major subcontractor—Social Impact (SI).

As part of project activities, IBI is seeking a qualified Short Term Technical Assistant (Program Manager) to oversee the work of a local data collection firm to conduct a counter-verification of outputs from the Government-to-Government (G2G) Partnership for Improved Health Outcomes Activity. The G2G Health Partnership Activity is a $55 million activity between the United States Government, through USAID/Liberia, and the Government of Liberia, through the Ministry of Finance and Development Planning (MFDP) and Ministry of Health (MOH). The period of implementation of the Health Partnership Activity is January 2022 to December 2026. Verification of outputs or milestones by USAID (either directly or through a third party) is a requirement for a fixed-amount reimbursement-type agreement.

USAID/Liberia has requested DELTA to lead the verification of outputs (milestones) contained in the G2G agreement on behalf of the Mission. This Terms of Reference describes the roles and responsibilities and the qualification of for the STTA who will oversee the work of the local firm. IBI anticipates issuing a three-month duration contract (base period) with a three-month option period (subject to client funding and Program Manager’s performance).

Project Objective

USAID/Liberia has defined the scope of the outputs to verify (including the definitions and source of data, data analysis measures, and reporting). DELTA is required to conduct the verification, analyze the collected data based on proposed performance measures, and submit a report for each round of verification. DELTA will undertake the verification exercise in the eight counties participating in the Health Partnership Activity, including Bong, Lofa, Nimba, Grand Cape Mount, Grand Gedeh, River Gee, Grand Bassa, and Margibi counties.

In line with this strategy, DELTA will phase the counter-verification in two rounds to cover three quarters in Year 1 (2022) and four quarters in Year 2 (2023), as illustrated below:

  • Round 1 (3 quarters): Apr-Jun; Jul – Sep, and Oct-Dec (2022)
  • Round 2 (4 quarters): Jan – Mar; Apr-Jun; Jul-Sep; Oct – Dec (2023)3

Position Description

IBI is seeking an STTA Program Manager who will oversee the work of the local data collection firm. The successful candidate will report to the DELTA Deputy Chief of Party/Senior M&E Advisor. This is a full-time position to be based in Monrovia with travel to the eight G2G counties.

Roles and Responsibilities

The Program Manager will be responsible for:

  • Overseeing overall management and functioning of the local data collection firm and related cross-cutting activities of DELTA and MOH.
  • Participating in client meetings, understanding the expectations of the client, and knowledge sharing with the internal DELTA team.
  • Coordinating with the local data collection firm to align on field work, deliverables and ensuring their performance is in line with the expected outcomes.
  • Supervising field activities and maintaining oversight of field work, including field visit during data collection to ensure field staff is following protocols and SOPs, resolving challenges faced during field activity, maintaining oversight of field work.
  • Supporting development of IRB application and participating in meetings for IRB approval. • Supporting development of data collection tools and reviewing online data platforms to ensure all data issues are addressed to meet required standards.
  • Reviewing and providing guidance on refining training contents and methodology, and field deployment plan.
  • Supporting training of enumerators, including facilitation, and resolving queries of trainees. • Assisting in preparing and reviewing various reports including inception report, preliminary findings, draft report, and final report and providing feedback to refine these reports. • Providing guidance on data cleaning, analysis and writing of counter-verification report. • Reviewing weekly field reports to be shared with client.
  • Liaising daily with the DCOP, Team Lead of local firm regularly and working closely with other team members, as needed, to jointly deliver on project milestones.
  • Raising pertinent queries and issues related to data collection (activities) or data quality to the data Team Lead with the aim to better the process.
  • Deliver on any other tasks requested by the supervisor.

Qualifications

  • A combination of one of the following:

o MS/MA/MBA plus at least eight years of relevant experience

o BA/BA plus at least ten years of relevant experience

  • Experience should be relevant and include design and implementation of performance monitoring as well as performance and/or impact evaluation, statistical data analyses, and assessments of large and/or complex development projects.
  • Demonstrated experience assessing data quality, data management, report writing and presentation.
  • Demonstrated experience programming mobile data collection questionnaire using various mobile platforms including ODK, Kobo Toolbox, Survey CTO, etc.
  • Experience supervising, mentoring, and building the capacity of a field team.
  • Familiar with standard MoH policies, guidance, processes, and indicators.
  • Previous work on FARA or health data counter-verification is an added advantage.
  • Demonstrated experience facilitating workshops with various stakeholders.
  • Computer literate skills in using multiple statistical software and possess superior oral and written communication skills.
  • Fluency in written and spoken English required.
  • Program management experience highly desirable.
