PSI leads the implementation of USAID’s 5-year Countywide Sanitation Activity (CWSA). We are seeking an experienced Program Manager to support the project’s ambitious goal of achieving a sustained end to open defecation and adoption of basic sanitation by all households in 5 counties of Liberia. Currently in the second year of implementation, the project will reach its goal through successful achievement of four results: improved governance of the sanitation sector, the adoption of key sanitation behaviors, strengthened sanitation markets, and increased access to financing.

This is a superb opportunity for a passionate development professional with at least five years of experience in managing donor-funded projects and an interest in developing technical competencies in market-based sanitation and sanitation behavior change.

JOB DESCRIPTION: PROGRAM MANAGER

POSITION OVERVIEW

The Program Manager (PM) is a national-level position, based in Monrovia, that may entail program oversight visits to CWSA’s county-level activities in Lofa, Nimba, Bong, Rural Montserrado, and Grand Bassa. The PM will help develop, maintain, and oversee the project’s task management system, including training and coaching staff on its use and liaising with managers to ensure its consistent use. The PM will play an important role ensuring timely, responsive, and high-quality written programmatic deliverables, such as work plans, quarterly progress reports, and bi-weekly reports for the donor. This person will support scheduling and coordination of donor and technical assistance field visits, organization of meeting minutes and action items for a variety of internal and external-facing meetings, and juggle a range of donor requests, uploads, and tracking.

The PM will work collaboratively with the wider CWSA technical teams, project partners, and government to ensure timeliness in work planning and program reporting and contribute to high-quality program output across all result areas.

The ideal candidate will have a minimum of five years of work experience in international development programming settings, possess strong writing skills, and demonstrate exceptional organizational abilities. Infographic skills and the ability to present complex data and information in simple text and interesting visuals is an added advantage. It is essential that the post holder has a high-level of verbal and written English proficiency and the demonstrated ability to produce high-quality written outputs ready for donor submission.

ESSENTIAL FUNCTIONS

  • Produce timely, responsive, and high-quality written programmatic deliverables, such as work plans, quarterly progress reports, and bi-weekly reports
  • Support continuous quality improvement in coordination with immediate team members and global technical and service departments
  • Monitor and manage task management systems, ensuring their use and relevance to program implementation
  • Support the Monrovia and county team leaders to ensure technical coordination and uptake of tools and best practices developed by the project:
    • Support quarterly county-level activity planning
    • Troubleshoot challenges with integrated program delivery
    • Ensure counties adopt and implement technical guidance and plans developed by the technical leads
    • Juggle a range of donor requests, uploads, and tracking
  • Lead process for all project reporting and presentations, including:
    • Gathering inputs from county and national-level staff
    • Gathering and reviewing partner inputs into reports and documents
    • Working with technical leads to ensure reports contain accurate and relevant information
    • Using inputs from staff and partners, leading writing of project reports, work plans, and presentations
  • Support essential collaboration between county, national, and international teams, including within the CWSA and PSI/Liberia team, with external partners and stakeholders.
    • Schedule and coordinate donor and technical assistance field visits
    • Organize meeting minutes and action items for a variety of internal and external-facing meetings
  • Support the development and implementation of project procedures, guidelines, and training

What are we looking for?

REQUIRED KNOWLEDGE

  • Demonstrated experience providing management to large, complex, donor-funded projects
  • Experience working with USAID-funded programs is highly preferred.
  • Experience designing and using a task management system, such as SmartSheets
  • Exceptional writing skills
  • Excellent spoken English and skillfulness in cross-cultural communications
  • Excellent analytical/problem-solving skills
  • Demonstrated program management skills such as design, planning coordination, monitoring, team management, and administration
  • Demonstrated ability to work in a multi-cultural environment
  • Ability to multi-task and work effectively in a fast-paced team environment
  • Ability to work effectively independently and within diverse teams and contexts
  • Highly organized, diligent, reliable, and a self-starter
  • Excellent capacity to handle information with diligence and discretion
  • Ability to revise and improve processes to improve efficiency

EDUCATIONAL REQUIREMENTS

At least a bachelor’s degree in a relevant field, such as public health, business, or management.
