Program Quality Manager

Catholic Relief Services has been working in Liberia since 1957 with a current programmatic focus targeting health, nutrition, peacebuilding, and agriculture.
Job Summary:
The Program Quality Manager will provide strategic leadership for the implementation of a multi-year project aimed at strengthening the capacity and self-reliance of Community Health Workers (CHWs) to deliver sustainable community health and nutrition services in Liberia. This role involves strategic planning, coordination, monitoring, and stakeholder engagement to ensure the project achieves its objectives and aligns with national health priorities. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Reports to: Head of Programming
Roles and Key Responsibilities:
- Institutionalize program quality standards (including design quality, safe programming, mainstreaming of GESI and protection, accountability to affected populations, and safeguarding) across program portfolio.
- Embed MEAL excellence (design of logical frameworks, Theories of Change, indicator protocols, data quality assurance, accountability and feedback mechanisms, learning agendas) and drive adaptive management and evidence-based decision‑making.
- Act as a key resource person in project design and proposal development in respective programming areas, gap-filling and taking on growth responsibilities, as needed.
- Provide senior oversight to proposal design and quality assurance, ensuring strong technical narratives, sound MEAL and learning plans, realistic implementation, budget assumptions, and risk mitigation.
- Champion do‑no‑harm and context-appropriate approaches in fragile or rapidly evolving settings; ensure programmatic risk management and compliance are integrated from design to close‑out.
- Manage and implement all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure the project team and partner staff use the appropriate systems and tools.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
- Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
- Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
- Help identify, assess and strengthen partnerships relevant to the project and the CP programming Area(s), applying appropriate application of partnership concepts, tools and approaches.
- Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources.
Basic Qualifications
- Master’s degree in International Development, Social Sciences, Public Administration, Organizational Development, or related field (Bachelor’s with additional experience may be considered).
- 5+ years of progressive experience in international development/humanitarian programs, including 3+ years in senior leadership overseeing project management, business development, partnerships or program quality.
- Proven track record in program/project management or program quality and donor engagement (e.g., USG, World Bank, EU, UN).
- Strong knowledge of MEAL systems, safeguarding and accountability to affected populations, and integration of GESI/protection and risk management.
- Excellent leadership, stakeholder management, facilitation, and negotiation skills; ability to influence without authority.
- Proficiency with MS Office (Word, Excel, PowerPoint); experience with data/MEAL platforms is an asset.
Required Languages – Strong written and spoken English.
Travel – Must be willing and able to travel up to 40%.

Supervisory Responsibilities: Yes. Three direct reports (Two project Officers and One Project Assistant).
Key Working Relationships:
Internal: Country Representative; SMT; Heads of Programming/Operations; Finance, Supply Chain, HR, Safeguarding/PSEAH; MEAL/PQ/Technical teams; Regional and HQ technical units.
External: Ministry of Health, National and Local Government; Church/faith-based counterparts; donors; coordination bodies; peer agencies; networks/alliances.
