MAIN PURPOSE AND SCOPEThe post holder will be reporting to the Country Director and be a part of the Senior Management Team. S/he will be responsible for providing support on programme methodologies, design, monitoring and evaluation of high quality local rights programmes, capacity building and training on rights based programming skills and further deepening of women’s rights across AAL programming areas.
RESPONSIBILITIES
Impact Assessment:

  • Coordinate the development of AAL Liberia Country Strategy CSP change monitoring framework incorporating projects and LRPs interventions.
  • Coordinate liaison with the international IASL team to provide guidance on capacity development of staff on new MEL requirement especially counting of beneficiaries
  • Provide oversight for scheduled periodic reviews of all AAL interventions including annual PRRP and ensure that learning from the reviews are reflected in future plans
  • Ensure the documentation and review case studies, stories of change and special reports, based on field activities which document the impact of ActionAid Liberia and partners’ work
  • Provide oversight for capacity support to LRPs partners especially with regards to improving program quality and impact assessment.
  • Encourage the production of at least one major national or state report outcomes or impacts arising from ActionAid’s work
  • Identify and prioritize topics for specific program learning in line with ActionAid Liberia Country Strategy priorities and in line with ALPS requirements.
  • Liaise with other agencies and individuals regarding ActionAid’s programs with a view to learning from them and advocating the adoption by others of established good practice and working methods.
  • Promote and support intra-team and intra-project learning, co-operation and networking.
  • Provide strategic leadership for the program areas without necessarily taking over the role of each of the specialists
  • Work with the programs and child sponsorship on integration in line with AAL CSP and AA international prioritizes
  • Ensure that programming is in line with the HRBA framework
  • Ensure general compliance of the unit to organizational accountabilities
Program Quality
  • Manage the development, implementation, monitoring and evaluation of programmes in AAL programmes
  • Manage the evaluation of programmes; both mid-term and final evaluations conducted on all projects and programmes.
  • Manage the Annual Participatory Review and Reflection Process. Ensure annual reports are prepared and shared with all partners and within AA.
  • Support the documentation and sharing of experience in all programmes within AAIL and with partners.
Resource Mobilization Strategy Development
    • Work with SMT to develop country programme resource mobilization strategy aligned to Country Strategy Paper and AAI global strategy.
    • Assess the funding trends and it’s implication on AAL’s work and strategic positioning to support diversification of funding sources for AAL.
    • Regularly review and update risk matrix related to fundraising and grants management.
    • Research possible funding sources and evaluate their suitability for partnership with AAL in terms of program, political and capacity fit.
    • Link up with various units to promote AAL’s work to attract donors and support within and outside Liberia.
    • Establish and maintain a Donor profile (comprising existing and potential donors)
    • Attend meetings, gather, share and learn from other CSO experiences with donors, scout for funding opportunities and periodically report on donor-scouting activities.
    • Scout for donor information in newspapers, donor websites, informal networks and informal events/ social activities internet.
    • Work with the program team to synergize and share information with other international NGOs dealing with similar donors; and build relationships for consortium fundraising.
    • Support the Programme staff in the development and implementation of program activities.
    • Manage the development of project proposals in accordance with the CSP and donor guidelines
    • Ensure the timely submission of good quality programme reports as agreed with donors or in project proposal
    • Ensure project reports are submitted on time and queries calls for information from donors promptly acted on.
  • Participate in and contribute to regional fundraising forums and initiatives.
Donor Relationship Administration
  • Lead on communication with donors or AAL’s donor account managers to help resolve specific problems or respond to donor information requests
  • Maintain records of donor communications on compliance issues following through to ensure all queries are resolved timely.
  • Track, document and disseminate donor reporting trends, quality assurance issues and feedback from donors
  • Coordinate with M&E and Communications team, collection of stories of change, case studies and documentation for donor visibility and program impact
  • Develop and lead the implementation of and accounting for an immersion program for potential donors & duty bearers.
Institutional/High Value Grant Management
  • Provide technical guidance on to grant management and put in place systems to ensure effective partner/ sub-grants management such as organizational capacity assessments and due diligence, financial management, reporting, partner monitoring, close out, document archiving and capacity building.
  • Provide technical guidance and support in setting up systems to monitor adherence to prudent financial management including procurement e.g. co-financing, exchange rates, interest and budget rules in line with contractual requirements.
  • Provide technical support to ensure effective budget and income tracking, pre-financing, timely and accurate payment requests and tracking outstanding amounts due from donors.
  • Support the Senior Finance Lead and provide regular monitoring and management reports to SMT and Department leads, taking appropriate action where necessary including flagging risks for appropriate management action.
  • Guidance on and review of narrative and financial reports to ensure quality assurance before submission to donors.
  • Technical guidance and support in preparing for and managing donor led visits, end of project evaluation and audits
  • Liaison with auditors and negotiate contested findings where appropriate
Capacity Building and Institutional Development of Program Team and Partners
  • Support grant management capacity development through inception workshops (staff and partners), coaching, mentoring, online training and other support as required
  • Champion and track the use of fundraising knowledge in AAL and partners
  • Build staff capacity to support provision of information for donor intelligence, proposal development, contracts management, and development aid policy influencing.
  • Work with staff to compile critical donor information from AAL’s work and experiences to influence donor policies.
  • Strengthen staff and partners’ capacity in developing and collecting case studies, stories of change and other relevant communication products.
Communication Strategy and Campaign Management
  • Support Communications Officer to develop the Communication Strategy and monitor its implementation in line with local and international priorities.
  • Develop and implement a comprehensive communications plan in order to inform donors and sponsors as well as identified markets about the mission, vision, and values of AAL, its funding priorities, and gift opportunities
  • Work with the Communications Team to employ innovative approaches to promote the work and impact of ActionAid work to the public within and outside the country through media and other available opportunities.
  • Work together with program and policy staff to identify change stories for documentation and sharing as well as support staff with effective communications and media strategies to help achieve objectives.
  • Enhance designing, branding and documentation of AAL’s profile, brochures, and reports, fundraising and learning materials, photos, and documentaries across the organisation.
  • Liaise with Communications Officer and IT Coordinator to update the organization’s website Manage AAL social media content to include twitter and Facebook
Regular Production of Documents on Experiences
  • Represent AAL in alliances and networks both within and outside Liberia as may be required.
  • Contribute ideas from the micro level work for the development of advocacy and campaign plans
  • Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of ActionAid and partners.

Education, Language & Qualifications
  • Bachelor’s degree in Social Sciences or Arts/Humanities
  • At least a Master’s degree in a related Development Studies, Project Management or related field
  • Good English language writing skills: communicating effectively in writing as appropriate for the needs of the audience.
Essential Knowledge, skills and Experience
  • At least 10 years minimum working experience in the social development field.
  • At least 5 years’ experience in a senior position in the development sector, particularly in designing, setting up and coordinating monitoring, evaluation and impact assessment systems and processes
  • In-depth understanding of program development issues and Resource mobilization and innovation, national and international levels.
  • Understanding of gender issues in development and demonstrable commitment to promoting gender equality within the organization and in program work.
