Purpose of the jobThe Project Coordinator (PC) oversees the coordination and administration of the Green, Inclusive, and Resilient Liberian Communities (GIRL) Project supported by the Swedish Embassy in Liberia through the Swedish Red Cross; this position will also support the overall programmatic objectives and mission of the Liberia National Red Cross Society and its Strategic Plan (2023 – 2027) in working with the Field teams to implement project targets and objectives at the field level; ensuring implementation and attainment of any and all project objectives, strategies, and goals that support “efficient, and a well-run project that has high impact and low risks on the communities that are the program’s target,”.

The PC will work closely with the Field Officers, Field Project Officer, and Field Finance Assistant in the three project target counties (Chapters) – Sinoe, Grand Kru, and River Gee to ensure success and effective coordination while promoting the values and ethical standards of working with volunteers. He/she will plan, develop, implement, coordinate and monitor the LNRCS / SRC supported programs with the objective of achieving the key deliverables set as targets in the program while ensuring the success of the GIRL Project.

LocationMontserrado County (the post holder will travel to the project locations for official purposes).

  1. What does the job holder plan?

 

  • Plan the program. Project Coordinator plans the delivery of the overall project and activities. This includes developing strategic initiatives and long-term goals that help make the project more successful. The PC develops key project management tools and frameworks including a budget and operating plan, a project evaluation framework to analyze strengths and weaknesses, and a program risk matrix.

 

  • Organize the program. The PC ensures that program activities are in line with the policies and procedures of LNRCS, as well as relevant legislation and professional standards. The PC tasks include documenting project activities, organizing and managing key project data and information; he/she keeps an up-to-date record of all project reports through organized filing systems
  • Manage the programme (s), plans of action in line with standard operating procedures and ensure that the programme (s) contain quality activities for development, relief, resilience and recovery in providing support and advice to other LNRCS functions to support overall LNRCS service delivery as programmes are concerned

 

  • Staff the program. Work as a team member and share views and plans with the Head of Programs and Secretary General in providing regular management and operational reports while contributing to the management of LNRCS on broad issues. manager in such ins He/she will be tasked to ensure the implementation of human resource policies, procedures, and practices by managing the program team and selected volunteers at HQ and Chapter levels by ensuring that their performance review is done. Other tasks include establishing and implementing a performance-management process for project staff and engaging volunteers for appropriate project activities.

 

  • Lead the program. Project Coordinator provides direction, input, and feedback to the project team, especially to the field; including ensuring that each member receives orientation and training. The PC tasks include communicating with the project team, including volunteers and other stakeholders (including partners, donors, etc.) to gain community support for the project, collaborating with other managers, and coordinating the delivery of services among project activities.

 

  • Control the program. The PC performs a wide range of tasks to ensure project activities are performed as planned. There are key financial responsibilities, including monitoring budget performance, ensuring the project operates within the approved budget, monitoring cash flow projections and actual cash flow; with the support of the Finance team, ensuring financial records are updated, and overseeing invoices. Other tasks included writing reports, evaluating project activities, and identifying and monitoring risks associated with project activities.

 

  • Ensure efficient and effective management of LNRCS programs management resources in the operations / programmes under responsibility and ensure effective systems are in place for risk management and quality assurance that comply with LNRCS procedures, regulations and policies.
  • Strive towards the achievement of the National Society’s mandate (mission) and Strategic Plan (2023 – 2027) through effective
  • Ensure there is a clear-cut understanding of roles, responsibilities, lateral relationships and accountabilities within the project implementation structure
  • Ensure representative participations/presence at related meetings, workshops, and consultations.
  • Perform other work-related duties/tasks and responsibilities as may be assigned by the Head of Programs.
  1. What are the outputs and deliverables?

 

  • Produce and submit Monthly and Quarterly project reports
  • Produce and submit quarterly work plans. Plan must also be updated as need be so as to reflect project implementation realities.
  • Oversee the development of programme work plans and budgets in accordance with established LNRCS financial procedures, systems and budget revision scheduling.
  • Oversee all processes and initiatives that lead to quality planning and implementation of programmes in targeted areas.
  • Develop a project evaluation matrix for periodic monitoring and evaluation of project outcomes
  • Develop a project risk matrix to monitor and address related risks.
  • Presence and participation in relevant humanitarian coordination meetings and sharing reports of the outcomes of the meetings.
  • Liaise and network with government bodies and other actors (community-based organizations, national and international non-governmental organizations) in the humanitarian sector (in particular disaster management, environment and climate change, and Health) to ensure that the Liberia National Red Cross Society is recognized as a leading contributor to the quality of humanitarian-related programs in Liberia.
  • Monitor the implementation of county – level activities, including training technical guidelines and other relevant initiatives
  • Support LNRCS capacity building initiatives and ensure these provide the level of long – term preparedness capability required for other similar programmes, and / or disaster response needs.

  1. Qualification and experience.

 

  • Formal education – University/College degree or its equivalent in Business Administration, Social Sciences, Environmental Science, development studies or other relevant areas
  • Background in development and management studies; business, public administration; non-profit management
  • Experience in project planning, monitoring, evaluation, and reporting
  • A Minimum of 4 years’ experience in a working environment similar to the requirements of the position
  • Background or experience in environment and climate-related programming; project management especially with proven ability in planning, monitoring, evaluation, and reporting
  • Certificate in environmental and or climate risk management education in agriculture, and or health
  • Good Experience in Project Planning and Management
  • Previous experience in an International Humanitarian Organization and good understanding of the humanitarian environment
