European Union Funded Project – Cocoa Value Chain Development Programme
(COVADEP)
Programme Background
Solidaridad Network West Africa (SWA) with its vast experience in developing sustainable supply chains
for different commodities (including cocoa in West Africa) has signed a new grant contract with the
European Commission-Delegation of the European Union to Liberia to implement the Cocoa Value Chain
Development Programme (COVADEP) in support of the development of the cocoa sector in Liberia.
The programme will be implemented in five counties in Liberia – Lofa, Nimba, Bong, Grand Gedeh and
River Gee, focusing on increasing productivity, value addition, marketing and facilitating improved sector
governance. The overall objective of the programme is to reduce poverty through increased
resilience/competitiveness of the Liberia cocoa sector and improve cocoa farmers’ livelihoods/food
security.
Solidaridad West Africa, Liberia in partnership with the European Union (EU), as the implementer of the
COVADEP project in Liberia seeks to recruit resourceful and self-motivated individuals for the following
positions:
Programme Manager
Location – Grand Gedeh
Job Purpose
The position reports directly to the Country Representative and will provide leadership and strategic
guidance to all COVADEP activities by building networks and partnerships that result in effective
implementation of programme objectives. The position will supervise COVADEP field staff.
Major Responsibilities
 Supervise the development and the implementation of COVADEP plans and activities in
close coordination with counterparts
 Develop strategies, guidelines, manuals, and procedures for COVADEP implementation
 Ensure the actualization of key project indicators and present qualitative and quantitative reports
ready-to-go for review by the Country Representative.
Funded by the European Union
 Prepare annual workplan and budget as per project document for review and approval by the
project Steering Committee
 Co-operate with and ensure regular contacts, dialogues with the local communities, relevant
organisations, non-governmental bodies and persons within the programme/project’s
environment as well as with other projects in order to enhance and maintain good working
relationships
 Lead partnership development and resource mobilization
 Work closely with the Regional Director and Country Representative to develop fundraising
strategies
 Liaise with the Country representative to package impacts, results and learnings as the basis for
fundraising
 Monitor programme progress, reviews reports and documents concerning the progress of
collaborative programs, determine bottlenecks and make a recommendation for management
action to the Country Representative.
 Responsible for the programme human resource and financial management
 Promote learning and knowledge sharing of innovative ideas documenting successes and building
them into the design of new approaches
Knowledge, Skills and Abilities
 University degree in Agricultural Business or related field. Masters preferred
 7-10 years’ minimum experience in the implementation of international development programs
 Strong network and fundraising skills
 Experience in program management, proposals and reporting writing
 Experience with bilateral and multilateral donors
 Excellent analytical/problem-solving skills and detail orientation
 Project Management expert
 Demonstrated knowledge and experience in the Cocoa sector of Liberia
 People management and leadership
