Concern Worldwide is an Irish based non-governmental, international, humanitarian organization, dedicated to the
reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern is currently
recruiting the below post:
Job Title: Programme Manager- ANSARM & Improving Complementary Feeding practices (x1)
Location: Grand Bassa and Rivercess Counties, based in Buchanan
Reporting To: Programme Coordinator
Responsible For: Project Supervisors- Health & Nutrition; FIM; WAO in Rivercess
Job Purpose: To support Concern Worldwide -Liberia in Country Programme to ensure effective implementation of high quality multi-sector integrated and the
Waterloo’s “Improving complementary feeding practices using locally available foods” in Rivercess two target districts, in collaboration with relevant local stakeholders.
S/he will directly supervise 2 Project Supervisors and 1 Officer to develop activity plans, budgets and monitoring schedules, as well ensure compliance with
organizational and donor requirements.
Responsibilities: Contribute and provide information required in the development of new proposals and concept notes, ensuring that the logic and proposed activities
meet the identified community needs and in line with Concern Liberia Country Strategy. Participate in conducting technical assessments and document and share
lessons learnt. Ensure the integration of the multiple sectors of ANSARM and “Improving complementary feeding practices” project to achieve maximum synergy and
impact. Contribute to developing sector strategies in line with the Concern Liberia Country Strategic Plan and informed by the prevailing context and GoL policy
frameworks.
Prepare and implement detailed programme activity plans that correspond to the approved donor proposals and budgets and update these on a monthly basis. Prepare
and share weekly movement plans with the transport team. Prepare and share weekly and monthly cash projections with the finance team. Prepare and share
procurement plans with Logistics colleagues, and update these on a timely basis. Prepare activity and monthly reports for compliance with Concern and donor
requirements. Support the Nutrition Coordinator in preparing regular narrative reports on programme activities for internal management purposes and for donors,
Dublin etc. Support the Nutrition Coordinator in preparing complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget
procedures, ensuring that all direct and indirect costs are fully and accurately budgeted. Support the Nutrition Coordinator in reviewing all expenditures for ANSARM
activities. Integrate and mainstream cross-cutting themes; Equality and Gender, HIV and AIDS, COVID-19 and Ebola in program planning, implementation and
evaluation.
For WATERLOO:
Coordinate with County Health team for refresher trainings of CHAs and CHSS on MNP, and ensure MNPs are regularly supplied to Mother Group Animators through
the CHAs, Plan with the field team, for cascade training of programme staff to deliver t cooking demonstrations of complementary food to Mother Groups, Contribute
to the development of MNP training and IEC materials including the recipe booklet Prepare activity and monthly reports in line with Concern and donor requirements.
Manage projects Supervisors, contributing to their capacity building and career development. Ensure all field staff have accurate job descriptions and that they fully
understand their deliverables. Monitor and review performance of these staff and hold them accountable for meeting their objectives. Ensure that work within the
team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given
appropriate workloads and are working efficiently and that gaps due to leavers or annual leave are managed.
Safeguard staff and beneficiaries’ safety particularly in the context of COVID-19 pandemic, taking into considerations its impact on health, nutrition, food security, SGV
and mental health, Participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management
Plan (SMP) and other Concern initiatives. Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (eg HR)
activities. Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme .
Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc). Contribute to on-going security
management and planning as necessary; actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.
Experience & Qualification: To be able to execute the described roles and responsibilities effectively and efficiently, the position requires:
 A Bachelor’s degree in Nursing, Nutrition, Public Health, Environmental health or other relevant health/nutrition related disciplines acquired from recognized
universities
 At least 4 years practical experience working with an international NGO in projects management positions; Familiarity with project management cycle; Proven
ability to manage budgets and compile donor reports;
 Experience in Monitoring and Evaluation; Demonstrated ability to analyse root causes of extreme poverty and underlying causes of chronic malnutrition.
Strong interpersonal, motivational, communication and coordination skills. Leadership skills, good role-modelling attitude, calm problem solver; Ability to work under
pressure and to strict deadlines. Good team player, flexible and capable of working in a challenging environment
Effective oral and written English language skills as demonstrated in ability to write reports as required by donors; ability to utilise IT software packages including MS
Word, Excel and PowerPoint; Excellent coaching, facilitation and capacity-building skills; Empathy with Concern’s goals and a commitment to capacity building,
accountability, participation and gender equality; a good sense of humour.
