Job Advert for Programme Manager – Liberia

Tearfund is looking for an experienced Programme Manager (PM) to support partners in Liberia to
deliver on outcomes agreed upon with Tearfund and to ensure that the programmes implemented by
partners support the corporate vision.
The PM will among others, encourage partners to take on the leadership of their programme capacity
strengthening and work with them to identify and prioritise their programme capacity needs through
facilitating capacity self-assessments. He/she will support partners to develop and implement their
programme capacity plans in collaboration with other key stakeholders and within Tearfund
guidelines. Responsible for regular monitoring and reporting to Country Director against agreed
outcomes, the PM will support the planning & implementation of DMEAL frameworks at country
strategy level as well as at partner key project/programme level. He/she will participate in project
design, programme development and funding applications (for larger restricted funding donors).
The candidate should have the knowledge on the procedure of submission of project reports as
required by the Government of Liberia. The candidate should be of Christian faith background, and
willing to work in cross-cultural setting; should have excellent written and verbal communication skills
in English.

PART 1 – JOB DESCRIPTION

1. JOB OVERVIEW

To support partners in Liberia to deliver on outcomes agreed upon with Tearfund and to ensure that the
programmes implemented by partners support the corporate vision.

2. POSITION IN ORGANISATION

● Reports to the Country Director, Liberia and Sierra Leone.
● In liaison with the CD, represents Tearfund’s work in the Country Programme both within Tearfund,
and to external bodies.
● Assists the CD in representing and advocating on behalf of Tearfund and partners with external
networks, governmental bodies on related Country Programme issues.
● Liaises closely with the following staff and teams in Tearfund: Global HR, Programme Funding Team,
International Finance & Logistics, Sexual Violence Unit, Peace building Unit and other teams and staff
where necessary.
3. ORGANIZATIONAL REQUIREMENTS

● To lead or participate in spiritual sessions of prayer and biblical reflection with staff, if applicable.

Dimensions and Limits of Authority:
In consultation and as agreed with the CD, has delegated responsibility to facilitate all aspects of
Tearfund’s involvement in the Country Programme including:
● Acts as Tearfund’s in-country representative in relation to the Programme partners and
stakeholders
● Facilitates visits of Tearfund staff, consultants and visitors to ensure smooth delivery of
programming
● Negotiates with sector specialists (Learning, Information, Advice and Support Team,
Humanitarian Support Team and Sexual Violence Unit) to develop and support contextually
appropriate programming
● Negotiates and contracts consultants and resource providers in accordance with Tearfund’s
policies and procedures
4. KEY RESPONSIBILITIES
Representation, networking and advocacy
● Responsible for representing Tearfund in partner-facing work (as delegated by the CD) externally
through building relationships and networking with national Church leaders, Government
representatives within the country, as well as peer agencies donors and strategic partner organisations.
● Attends technical sector meetings and be part of working groups along with partner staff, providing
feedback to Tearfund Country Team.
● Ensures coordination between the Programme and Tearfund’s global work on the 3 corporate
priorities (CCT1

, EES2 and FS3).

● Represents Tearfund’s interests as delegated by the CD before appropriate government authorities,
departments, etc. for smooth programme operations of country office.
Humanitarian Strengthening and Disaster Response
 Encourage partners to take on the leadership of their humanitarian capacity strengthening work.
 Work with partners to identify and prioritise their humanitarian capacity strengthening needs
through facilitating capacity self-assessments.
 Support partners to develop and implement their humanitarian capacity strengthening plans in
collaboration with other key stakeholders and within Tearfund guidelines.
 Build upon partner’s experiences to promote peer to peer learning and regular exchange between
partners.
 Provide guidance to partners to strengthen their organisational and humanitarian systems and
procedures in line with Tearfund and Core Humanitarian Management Standards.
 Support partners to improve systems, procedures and practice in accordance with the following
standards: Tearfund, Core Humanitarian Standards (CHS) and other relevant mechanisms.
 Support partners to strengthen their disaster risk reduction (DRR) procedures and programmes.
 Support partners to prepare for emergencies, including facilitating emergency preparedness and
emergency simulation workshops.
 Support partners to apply new knowledge and skills in existing programmes
Resource Management
● Responsible to participate in opportunities for financing from Institutional Donors and Trusts and
meeting agreed Institutional Donor income targets
● Assist in scoping for opportunities for in-country funding and informs the GIC and CD of the same to
initiate negotiations and application processes as per Tearfund established procedures
● In conjunction with partners and the Grants and Information Coordinator, develops quality concept
notes and proposals, and prepares reports, including supporting documentation, for submission to
institutional donors
● Provides assistance to the management of institutional donor contracts that are administered in-

country
● Responsible for regular monitoring and reporting to CD against agreed outcomes
● Responsible for assisting the CD and programme team in developing and implementing an
operational support function for implementation of the Programme. This includes participating in the
recruitment and management of in-country staff, specialist technical advisors, consultants and
resource providers where necessary and /or when the context so dictates.
Design, Monitoring, Evaluation and Learning (DMEAL)
In collaboration with the different Project Officers and the partners, the job holder will contribute
significantly to the work of Tearfund in Mali in the following DMEAL areas:
● Support the planning & implementation of DMEAL frameworks at two levels (i) country strategy level,
and (ii) partner key project/programme level.
● Contribute to the shaping and implementation of Tearfund’s corporate impact & evidence initiatives.
● Contribute to the improvement of knowledge management & learning within the country and across
the West Africa Cluster.
● Coordinate country teams to design and implement effective DMEAL frameworks that can track
progress, capture evidence of impact and facilitate continual learning and adaption.
● Coordinate the data analysis and progress assessment at the country level.
● Strongly contribute to the country strategy development and review processes.
● Monitor compliance with Tearfund’s Quality Standards.
● Support project officers and partners to ensure project/programmes have effective DME frameworks
in place.
● In collaboration with the CD, initiate and/or accompaniment in the design, implementation and
dissemination of internal and externally led project learning reviews and evaluations.
● Design and implement remote monitoring & evaluation systems where Tearfund and/or partner staff
are physically unable to enter locations to collect data.
● Ensures Tearfund teams (in particular Supporter-facing teams) are informed on Country issues and
programming through regular programme information, success stories and case studies
● Actively promotes the capturing of learning from the Programme, and ensures that learning is used
effectively in-country and transferred to the wider organisation
● Support the CD in yearly partner assessments such as POCA and SIFTS
Project Donor Compliance
 Design and implement systems to ensure donor compliance. In coordination with Food for the Hungry
and Tearfund’s regional compliance officer, provide training and awareness for staff on donor contract
conditions and ensure system design and implementation of such conditions and compliance.
 Work with the finance and logistics staff to ensure monthly review of financial and procurement
compliance to contract conditions.
Leadership, Staff and Office Management
● Upon delegation, assists the CD in leading, supervising, performance managing and supporting staff
(e.g. CCT and Projects Officers) working in the Programme as agreed with the CD (in the event of
Programme expansion and recruitment of additional staff)
