Duration: Twelve months, with possible renewal

Duty Station: Monrovia, with extensive travel rural parts of Liberia

BACKGROUND

About the organization

Actions Transforming Lives (ACTS) registered in Liberia in 2018 as non-profit making enterprise. ACTS works across four key indicators of health, education, food security and environmental protection. ACTS has a seven-member board of directors which support the realization of its vision and mission. Currently, ACTS has a five-year strategic plan which calls for expansion, portfolio enhancement, capacity development and partnership enhancement. This plan has been put into action since the beginning of 2024.Our mission is to work with community people, driving change in a sustainable manner while service as facilitators. Our vision is to see a world in which underserved people access food, health education and environment in a sustainable manner.

ACTS works with local and international partners and donors. ACTS works with the Ministry of Health, Ministry of Education, Ministry of Agriculture, WASH Commission, Ministry of Gender, ALM, effect hope (Canada), ANESVAD (Spain), Liverpool School of Tropical Medicine, MAP (Medicine for All People), Asbury Church of USA, Jack Meng, Michael Lee and Liquid IV (USA). Working with multiple partners and donor requires considerable amount of expectations.

Currently in Liberia, ACTS is constructing and rehabilitating hand pumps in Bong, Margibi and Grand Bassa Counties. ACTS is also constructing schools in Bong. ACTS is also providing income generation support to people in Margibi and Bong. ACTs works with local vendors to implement these projects. Most of our beneficiaries are people affected by leprosy and populations disconnected, underserved, and marginalized by natural and man-made constraints. Women and children therefore form part of our core concern.

About the position

Project Officer is one of the key positions at ACTS. Project Officer is a member of the Management Committee, strategically placed at the core decision making of ACTS. PO will ensure effective delivery of programs, communication, quality assurance, reports and enhancing bilateral engagement with donors, beneficiaries and partners.

THE RESPONSIBILITIES

The Programme Officer plays a key role in ACTs and will be responsible for delivering results in line with our commitment, vision, mission, and our five-year strategic plan. Performance measurement and evaluation is a result based. Therefore, the Program Officer (PO) is expected to produce results on five core areas as follows:

  1. Program Implementation (30%)
  • Define and develop an annual objectively verifiable workplan that addresses both time and resource constraints.
  • In consultation with the Finance and Administrative Officer, prepare annual budget for submission to the Board for approval.
  • Design monitoring and data collection tools across project.
  • Conduct scientific surveys and assessments that will produce data for an informed management decision making.
  • Lead the design and implementation of annual or periodic/special retreat, evaluation, and assessment of programs of ACTS.
  • Conduct special studies that will generate database for informed decision making in ACTS.
  • Support interventions by coordinating all data, information and evidence required for monitoring and reporting progress against annual milestones and indicators.
  1. Administration & Finance (10%)
  • Work with the Finance team to develop and maintain financial database and filing.
  • Lead the identification of personal service contracts of ACT, by designing ToRs and effectively monitoring them in the discharge of their duties.
  1. Communication & Business Development (25%)
  • Conduct regular research for “calls for proposals” and engage in proposal development.
  • Develop concept papers and initial engagement concept for donors and partners. Lead the visibility communication of ACTS that will increase ACTS’ outreach. Prepare invitationsto board members for regular meetings and special meetings. Summarize presentation for board meetings and minutes.
  • Manage the website of ACTS and its contents with the advice of the Executive Director.

  1. Reporting & Documentation (20%)
  • Lead the development of annual, quarterly, and monthly reports.
  • Lead the preparation of donor reports.
  • Prepare and implement field and event implementation summary reports. Coordinate progress reporting, as required by bilateral donors and for institutional reports, ensuring the reports meet the standard and are delivered against the given timeline and templates.
  • Ensure that project implementation documentation is filed both electronically and manually.
  • Must have undertaken at least two studies or assessment of communities to establish the need for interventions.
  1. Engagement (15%)
  • Design strategies and implement community engagement, especially with the population of intervention. This includes local authorities, line ministries and agencies and partners.
  • Design and implement community entry strategies that would help project implementation in the communities.
  • Engage community in identifying their priorities employing REFLECT Conduct outreach and network building as well as engagement with external partners for shared interest and enhancement of ACTS’ portfolio.

EXPECTED RESULTS

The candidate, based on the core area results, is expected to produce the following qualitative and quantitative results:

  • Produced and completed at least two small and medium proposals for submission to donors in the first quarter of his/her employment.
  • Designed monitoring and data collection tools in the first quarter of his/her employment. These tools must be tested and verified and validated.
  • Must be able to have designed a database that will capture all ACTS’ intervention communities, population(disaggregated), GPS location and distances from local central points.
  • Completed and produced annual workplan with associated budgets for the year under review.

Qualifications, Experience and Competence

The PO is expected to have the following qualifications and experience:

  • A minimum of Bachelor of Science in program management, development studies, public policy, rural development, or sociology
  • Three to five-year working experience on projects or programs in NGOs, preferably in Africa and experience of managing program as head for two years.
  • Hands-on experience with Excel, Microsoft, Presentation, access, SPSS and others (speed in typing is a plus)
  • Effective communications skills, both oral and written in English
  • Experience of developing proposals and creating concept notes
  • Excellent analytical, written, facilitation and presentation skills.
  • A proactive problem-solving mindset directed towards results delivery for partners, donors, and our beneficiaries.
  • Ability to integrate ideas from diverse views, create partnerships, and collaborate with others (a team player)
  • Excellent interpersonal skills and demonstrated ability to work for goal.

Period of Contract

The duration of this contract, when employed, is for an initial twelve months. An extension of this contract is possible based on a successful realization of expected results.
