Brief History:

The HIV/AIDS pandemic has become one of the world biggest challenges, which is tearing down traditional family values and heritage, undermining global efforts to achieve healthy societies, and destroying the human race. In spite of all the tremendous advancements in science and technology, HIV has evaded every human effort targeted at developing a cure.

The Lutheran Church in Liberia considers as grave the trend and potential impact of the disease on the population of Liberia and has adopted a proactive stance to protect the nation’s most important resource. Indeed, the church has the potential to effectively address the impact of HIV/AIDS due to its grass-roots infrastructure as well as the church’s mandate to administer healing for all God’s people.

Job Summary:

 

The Lutheran Church in Liberia (LCL) is seeking a motivated, experienced and a full-Time Program Officer to manage the implementation, monitoring, and reporting of the LCL HIV & AIDS Programme and the EpiC Liberia Project. The Program Officer will work closely with program staff and external partners to ensure project success, sustainability, in alignment with the organization’s mission to address the challenges of HIV & AIDS and promote health equity in Liberia.

Key Responsibilities:

Program Coordination:

  • Coordinate day-to-day activities of the HIV & AIDS Programme and EpiC Liberia Project.
  • Ensure smooth implementation of projects in line with project goals and objectives.
  • Work with stakeholders, including community leaders, government agencies, NGOs, and international partners.
  • Organize and facilitate program-related meetings, workshops, and events.

Project Writing and Development:

  • Engage potential partners and donors and develop concept notes, Lead the writing of project proposals, and fundraising initiatives for the LCL HIV & AIDS Programme and other related health initiatives.
  • Collaborate with the Programme Director to identify funding opportunities and respond to grant solicitations.
  • Contribute to project design, including needs assessments, project planning, budgeting, and result-based management.

Monitoring, Evaluation, and Reporting:

  • Develop and maintain project work plans, timelines, and deliverables.
  • Support the monitoring and evaluation (M&E) activities to track progress toward objectives.
  • Prepare and submit regular reports to donors and stakeholders in accordance with grant requirements.
  • Ensure the proper documentation of project activities and successes for learning and future reference.

Risk Management:

  • Identify potential risks and challenges to project implementation and propose strategies to mitigate them.
  • Provide regular updates to senior management on potential risks and challenges related to the program.

Capacity Building:

  • Assist in training and capacity-building initiatives for staff, volunteers, and community members involved in the projects.
  • Promote knowledge sharing and the exchange of best practices on HIV & AIDS programming within the church and community.

Partnership Management:

  • Build and maintain strong relationships with key partners, including the Ministry of Health, USAID, FHI 360, and other civil society organizations.
  • Ensure effective communication and coordination among project stakeholders.

Qualifications and Experience:

  • Bachelor’s degree in Business Administration and related fields, Development Studies, Social Sciences, or a related field.
  • A master’s degree is an advantage.
  • Minimum of 3-5 years of experience in project management, preferably in the health or HIV/AIDS sector.
  • Proven experience in writing project proposals, concept notes, and reports for donors.
  • Experience working on USAID-funded projects or familiarity with the PEPFAR framework is an asset.
  • Knowledge of HIV & AIDS prevention, care, and treatment in the context of Liberia.
  • Strong organizational skills with the ability to prioritize multiple tasks.
  • Proficiency in Microsoft Office Suite and project management tools.
  • Excellent interpersonal, communication, and report-writing skills.
  • Ability to work independently and as part of a team in a multicultural environment.
