ABOUT THE PROJECT
Restore Hope Liberia is implementing the FHI 360 EpiC Maternal, Newborn and Child Health (MNCH) Continuity of Care Project as a Civil Society Organization (CSO) subawardee under the USAID/PEPFAR-supported EpiC platform.
FHI 360 serves as the Prime Recipient while Restore Hope Liberia serves as the CSO implementation lead responsible for project implementation across assigned facilities and districts in Bong County and Montserrado County.
The project seeks to strengthen continuity of care across the maternal, newborn and child health continuum through improved pregnancy identification, referral completion, antenatal care continuity, facility delivery support, postpartum follow-up, newborn follow-up, PMTCT/EID continuity, immunization follow-up, maternal wellbeing support, and strengthened community-facility linkages.
Implementation will be conducted in close collaboration with the Ministry of Health, County Health Teams, District Health Teams, Community Health Services Supervisors (CHSS), Community Health Assistants (CHAs), Trained Traditional Midwives (TTMs), health facilities, and community structures.
POSITION SUMMARY
The Project Coordinator will provide overall operational leadership and day-to-day management of the project and serve as the principal implementation lead responsible for planning, coordination, supervision, stakeholder engagement, risk management, reporting, compliance, and achievement of project deliverables.
The Project Coordinator will ensure effective coordination between Restore Hope Liberia, FHI 360, Ministry of Health structures, County Health Teams, District Health Teams, health facilities, and community actors to achieve project objectives while maintaining high standards of quality, accountability, documentation, and donor compliance.
The position requires a highly organized, results-oriented, and experienced professional with demonstrated success managing donor-funded public health programs, coordinating multidisciplinary teams, and supporting implementation within complex health systems environments.

KEY RESPONSIBILITIES
- Project Leadership and Management
- Lead overall project implementation and day-to-day operations.
• Coordinate implementation of the approved project workplan.
• Develop detailed implementation schedules and activity plans.
• Monitor progress against project milestones and deliverables.
• Ensure timely completion of project activities and donor requirements.
• Maintain project management systems and implementation trackers.
• Support adaptive management and problem-solving throughout implementation.
• Coordinate startup, implementation, review, and closeout activities.
- Government and Stakeholder Coordination
- Serve as the primary operational liaison with Community Health Services Division (CHSD), Family Health Division (FHD), County Health Teams, District Health Teams, and participating facilities.
• Coordinate county entry activities and stakeholder engagement processes.
• Facilitate planning meetings, review meetings, and technical coordination sessions.
• Maintain productive working relationships with government and community stakeholders.
• Represent Restore Hope Liberia in project-related meetings and forums as delegated.
- Field Operations Oversight
- Supervise project implementation across Bong County and assigned Montserrado districts.
• Oversee facility validation, mapping, and referral system strengthening activities.
• Ensure effective deployment and supervision of project personnel.
• Monitor community engagement, referral tracking, and continuity-of-care interventions.
• Support resolution of operational bottlenecks and implementation challenges.
- Supervision and Team Leadership
- Provide leadership, mentoring, coaching, and supportive supervision to project personnel.
• Conduct routine performance monitoring and staff support visits.
• Facilitate regular team meetings and performance reviews.
• Foster a culture of accountability, professionalism, teamwork, and learning.
• Promote staff wellbeing and effective communication across project teams.
- Monitoring, Documentation, and Reporting
- Work closely with the MEL-AM & Data Manager to monitor project performance.
• Review activity reports and supporting documentation.
• Ensure timely preparation and submission of donor deliverables.
• Support data quality assurance and verification activities.
• Promote documentation of lessons learned, success stories, implementation evidence, and project achievements.
• Ensure all project activities are appropriately documented and archived.
- Financial Management and Compliance
- Collaborate with the Project Accountant to monitor project expenditures and implementation budgets.
• Ensure activities are implemented in compliance with donor requirements and organizational policies.
• Support procurement planning, logistics coordination, and activity implementation.
• Monitor compliance with project procedures, documentation requirements, and reporting obligations.
- Risk Management and Quality Assurance
- Identify operational, programmatic, financial, and compliance risks.
• Maintain and regularly update the project risk register.
• Recommend mitigation measures and corrective actions.
• Escalate significant issues to the Executive Director when necessary.
• Support quality assurance and continuous improvement initiatives.
QUALIFICATIONS AND EXPERIENCE
Required Qualifications
- Bachelor’s degree in Public Health, Health Services Management, Project Management, Development Studies, Social Sciences, or a related field.
• Minimum five (5) years of progressively responsible experience managing donor-funded health or development projects.
• Demonstrated experience coordinating field-based programs and multidisciplinary teams.
• Experience working with Ministry of Health structures, County Health Teams, NGOs, or donor-funded programs.
• Strong project management, planning, and organizational skills.
• Strong report writing, communication, and stakeholder engagement skills.
• Proficiency in Microsoft Office and Google Workspace applications.
• Ability and willingness to travel extensively within Liberia.
Preferred Qualifications
- Master’s degree in Public Health, Project Management, Development Studies, Health Systems Management, or a related field.
• Experience in community health systems, referral networks, continuity of care initiatives, maternal and child health programs, mental health integration, or health systems strengthening interventions.
• Experience working under USAID, PEPFAR, FHI 360, Global Fund, UNICEF, WHO, or similar donor-funded programs.
• Experience supporting government-partner coordination and health systems strengthening initiatives.
