Job Title : Project Coordinator (WASH and SRHR)
Reporting to : Executive Director
Supervisees : Sexual Reproductive Health and Rights Promoter, Hygiene
and Sanitation Promoter and Hygiene and WASH
Infrastructure Technician
Location : The Project Coordinator will be based in Grand Cape Mount County
Liberia but will be required to spend about 40% of his/her time Mont.co
Introduction
Public Health Initiative Liberia (PHIL) is a national, nonprofit public health organization that
works to promote and enhance the quality of healthcare delivery in Liberia through Leadership,
Partnership, Innovation, Capacity Building and Advocacy in coordination with existing health
policies. To achieve its mission, PHIL designs and facilitates community-level programming,
provides tailored technical assistance services, and offers a range of support to communities and
vulnerable population through innovative programs that will ensure quality healthcare for all.
Purpose
The WASH and SRHR Project Coordinator will lead field level implementation and management
of GAC HerWASH – MHM, MH and SRHR Project being co-implemented by PHIL and
WaterAid in Grand Cape Mount and Montserrado Counties. The grant runs up to September 2023.
The Project Coordinator role will also support WaterAid-WASH and Health Projects in
Montserrado. This will be done by working with partners and strengthen the program data
management. She/he will also be involved in communicating lessons learnt and reporting from
the field for use in advocacy messages.
Roles and Responsibilities:
Technical
• Lead and work closely with WaterAid and the technical partners (Simavi and CWY) to
define profile characteristics of community, district and national level project structures
/participants.
• Support the lead organization, WaterAid to conduct studies/ research and policy
assessment on MH,MHM and SRHR with a focus on schools and healthcare facilities
• Lead all training workshops and sessions on MH and MHM targeting adolescents and
youth ,adults ,teachers, healthcare workers ,ministries ,CSOs , women’s group ,champions
and influencers and other targeted audiences
• Support the capacity development of national and local institutions and partnerships for
mainstreaming SRHR in national policies and plans /guideline.
• Support the development, adaptation and use of context appropriate MH, MHM & SRHR
guidelines and tools (pre-services and in services);
• Support the development and implementation of the national SRHR roadmap and
innovation strategies; capacity building, monitoring and evaluation and ensure linkage with
UHC
• Support advocacy for policy review and/or development for Menstrual Health and
Menstrual Hygiene Management..
• Constantly participant in all technical support meetings with Simavi, Canada World Youth
and WaterAid, document and promptly deliver on key action points
• Initiate activities which could lead to scaling up of Sexual and Reproductive (SR)
interventions and building capacity of concerned ministries.
• Ensure that all structures or persons trained are continuously supported to plan and deliver
on their roles and make sure their activities are well documented and filed .
Management
• Lead and provide hands-on oversight for the day to day implementation of the project
activities in close collaboration with the ED of PHIL and the Program Manager and the
Senior Policy Specialist of WaterAid
• Plan and provide a clear operational direction that ensures the project deliverables are
well planned and delivered with high quality, on time and within cost
• Identify priority needs and appropriate strategies for delivering the project, share
information and provide evidence for advocacy on WASH, Menstrual Health and
Menstrual Hygiene Management
• Support to build the capacity of project personnel to improve their performance and
program quality
• Ensure project stakeholders including direct the direct users are fully involved in the
planning and implementation of the project.
• Provide leadership to the Project Team to enable achievement of project goals
• Develop and mentor team members to ensure project quality
Coordination /Networking
• Establish and /or strengthen effective communication and networking with WaterAid and
County Stakeholders including WASH/MH//MHM line ministries, district authorities,
communities, and other stakeholders/development partners.
• Co-ordinate the development of resources and material required for the project training
and other activities
• Initiate and maintain strong relationships with government and other stakeholders
• Represent PHIL at external meetings with project teams in Canada, Netherlands and line
ministries (MoH, MoYS, MoGSP, MoE)
• Strongly promote project visibility at local and national level and consciously empower
communities and stakeholders to sustain and build on project gains.
Monitoring and Reporting/Learning
• Monitor the project result chain to track progress , quality and efficiency and use the data
collected to improve planning and delivery ;
• Document learning at field level and support dissemination of research findings and
development of advocacy tools such as video clip, radio jingles or reports using the
research findings and case studies
• Produce high quality project report that fulfils all requirements.
Qualifications and Experience
At least 5 years clinical services experience with experience in supporting Menstrual Health
,Menstrual Hygiene Management and Sexual Reproductive Health and Rights
Good knowledge of key multi-sectorial interventions to address sexual reproductive health and
human rights ;
Ability and experience to prepare and conduct trainings to address sexual reproductive health and
human rights
Education:
BSc in Public health, Nursing, Social Studies and Statistics, Development Studies, etc or any other
related fields. Women are strongly encouraged to apply
Knowledge and Experience:
Minimum 3 years of professional experience in the field of Menstrual Health, Menstrual Hygiene
Management and youth development, participation, and empowerment, and/or sexual and
reproductive health and rights
