BACKGROUND

Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive

growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The

Africa We Want. With around 250 staff, the GIZ African Union support programmes cooperate with

the AU Commission (AUC) and the AU’s specialised institutions and agencies, such as the

Development Agency AUDA-NEPAD, at continental, regional and national level in more than 40

member states. The Africa InCORE (Integrated Corridors for Economic Growth in Africa) programme

strengthens AU stakeholders in realising the Programme for Infrastructure Development in Africa

(PIDA) by supporting integrated corridor planning, infrastructure project preparation and investment

mobilisation in transport, energy, ICT and industrial infrastructure across key corridors. Under an EU

co-financing, Africa InCORE supports the Government of Liberia to upgrade Roberts International

Airport (RIA) to enhance safe and secure air connectivity.

For the implementation of this action, the Deutsche Gesellschaft für Internationale Zusammenarbeit

(GIZ) GmbH invites suitably qualified and experienced candidates to apply for the position.

RESPONSIBILITIES

Under the supervision of the Project Manager, Aviation Liberia Action (Africa InCORE), the position

holder supports the compliant and timely implementation of the action by coordinating among national

authorities, the airport operator, contractors and international partners; steering logistical and

administrative processes for procurement and site operations; ensuring efficient information flow;

supporting approvals and import/customs processes; coordinating missions and delegations; and

contributing to project management functions (M&E/RBM, communications and events) in line with

EU and GIZ requirements.2

TASKS

Stakeholder and Interface Management

  • Act as primary interface between the project team (Germany and field), national aviation/line

authorities, the airport operator, contractors and international partners.

  • Coordinate and document stakeholder interactions; maintain action trackers and ensure timely

follow-up.

  • Facilitate engagement with authorities and provide concise briefings and escalations to the

project team.

Logistics and Site Coordination

  • Coordinate logistical and administrative arrangements for construction/site operations

at/around RIA (site access, permits, safety/security briefings, scheduling).

  • Liaise with contractors and the airport operator to minimise operational disruptions and

ensure adherence to site rules and security protocols.

Procurement And Contracting Support

  • Accompany and track local procurement and contracting processes in line with EU and GIZ

rules (e.g., tender milestones, bid opening minutes, evaluation session logistics).

  • Prepare and consolidate procurement documentation; support timely internal clearances;

maintain audit-ready records.

Permits, Imports And Customs

  • Support approvals and import/customs procedures for construction materials and technical

equipment with authorities, contractors and logistics providers.

  • Track applications, proactively flag bottlenecks and propose mitigation measures.

Project Management Support (M&E/RBM, Communications, Events)

  • Contribute to the M&E/RBM system: maintain indicator data, update work plans and

risk/issue logs, and support preparation of progress and donor reports.

  • Implement agreed communications activities aligned with the project’s communications

strategy and GIZ/EU guidelines; draft briefs, success stories and factual updates.

  • Plan, organise and deliver workshops/trainings and high-level/technical meetings; ensure

effective preparation and follow-up.

Meetings, Documentation And Knowledge Management

  • Plan and organise meetings, workshops and coordination sessions (on-site/virtual): agendas,

participant management, materials and logistics.

  • Prepare briefing packs, take clear and actionable minutes, distribute outcomes and track

decisions/action items.

  • Maintain a structured document repository (SharePoint/Teams) with version control.

Missions And Delegations

  • Plan and support delegations and missions (EU, GIZ, other stakeholders): itineraries, access

permits, security clearances, logistics and on-site coordination.

  • Coordinate with the Country Office on security risk management procedures and visitor

protocols.

Compliance And Cross-Cutting

  • Uphold GIZ and EU compliance requirements, including procurement integrity, data

protection and safeguarding.

  • Contribute to gender and inclusion mainstreaming within assigned activities.3

REQUIREMENTS

Qualifications

  • Bachelor’s Degree In Business/Public Administration, International Relations, Political

Science, Engineering, Logistics/Supply Chain or a related field.

Professional experience

  • At least 5 years of experience in implementing projects involving multiple international

stakeholders (e.g., government entities, donors, international contractors).

  • Experience in international development cooperation.
  • Proven stakeholder management and communication with public authorities; experience in

infrastructure/construction contexts is an advantage.

  • Hands-on coordination of logistics and administrative processes; strong familiarity with

procurement/contracting workflows.

  • Experience in project management, including M&E/RBM and communications.
  • Familiarity with EU or GIZ procurement guidelines is an advantage.

Other Knowledge, Additional Competences

  • Excellent coordination and organisational skills; ability to manage parallel workstreams under

time pressure.

  • Strong written and verbal communication in English; skilled in meeting facilitation and minute

taking.

  • Intercultural competence, professional diplomacy and ability to build trustful relationships.
  • Understanding of approvals, import and customs procedures (or strong aptitude to quickly

acquire).

  • Digital literacy: MS 365 (Outlook, Word, Excel, PowerPoint), SharePoint/Teams; confident

with document management and action tracking tools.
