The Liberia Spotlight Initiative 2.0 Programme adopts a comprehensive, multi-sectoral approach to reduce sexual and gender-based violence (SGBV) and harmful practices, promote gender equality and women’s empowerment (GEWE), and strengthen Liberia’s legislative and institutional frameworks. Building upon the successes and lessons learned from Spotlight 1.0, the project aims to sustain and deepen these gains by providing targeted support to the Ministry of Gender, Children and Social Protection (MGCSP) to enhance its capacity for effective leadership, policy implementation, and coordination.
Led by the MGCSP and supported by UNDP, UNFPA, and UN Women, the programme is implemented by Serving Humanity for Empowerment and Development (SHED). It emphasizes a whole-of-government and whole-of-society strategy, including collaboration with civil society, traditional leaders, and survivors. The initiative’s goal is to support the advancement legislative reforms, survivor-centered services, community engagement, behavioral change, and address deeply rooted gender norms and harmful practices. The programme also prioritizes inclusive participation of marginalized groups, such as persons with disabilities etc. ensuring that the gains are sustainable, inclusive, and nationally owned.
The Project Manager will oversee the effective implementation and coordination of the Liberia Spotlight Initiative 2.0 across the selected counties, ensuring the achievement of project objectives, stakeholder engagement, and compliance with donor and organizational standards. The role encompasses strategic planning, operational management, capacity building, advocacy, monitoring & evaluation, and fostering community participation. The aim is to promote gender equality, eliminate harmful practices such as FGM and Child Marriage, and strengthen local and national ownership of the initiatives.
Implementation of Project Activities
- Lead the development, execution, and monitoring of quarterly work plans aligned with the programme’s strategic objectives.
- Coordinate and oversee project activities across counties—particularly in Montserrado, Nimba, Grand Cape Mount, and Lofa—ensuring timely delivery and adherence to quality standards.
- Map and strengthen the capacity of networks working to address harmful gender and social norms.
- Scale up community-driven initiatives and solutions to prevent and respond to GBV and harmful practices such as FGM, Child Marriage, etc.
- Develop, package, and disseminate key messages to communities and advocate for the elimination of GBV and harmful practices, especially during international campaign days on ending GBV/FGM.
- Promote economic empowerment interventions for community networks on prevention and response to GBV and FGM.
- Establish and activate community social accountability mechanisms for prevention and response.
- Revitalize gender sector working groups addressing GBV, FGM, and Child Marriage, including emergency responses.
- Mainstream and enhance engagement of men and boys as a strategy to prevent and respond to GBV and harmful practices.
- Support and facilitate community participation, including marginalized groups, to foster local ownership of solutions.
- Project Quality Assurance, Monitoring, Evaluation, Documentation & Learning
- Coordinate the project research and learning agenda in collaboration with academic partners and the donor office.
- Participate in field visits to conduct tracking, assessments, and evaluations, ensuring accountability and the proper use of MEAL tools.
- Ensure compliance with all donor requirements on MEAL, including documentation of best practices, lessons learned, and success stories.
- Collaborate with the line Manager and Matrix Manager to develop, review, and utilize semi-annual or as-needed Detailed Implementation Plans (DIPs).
- Develop and implement a schedule for monitoring and support visits, reflection, and learning forums in coordination with the MEAL coordinator and field program managers.
- Generate quality reports (quarterly, semi-annual, annual) based on data, management reports, and donor regulations.
- Work with the communications team to develop context-specific electronic documentation on best practices and lessons learned.
- Develop and maintain a risk register with the line Manager and Matrix Manager to mitigate implementation risks.
- Ensure timely action on findings and recommendations from audits, evaluations, peer reviews, and accountability mechanisms.
- Advocacy, Networking, Collaboration & Partnerships
- Establish and maintain strategic relationships with the Ministry of Gender Children and Social Protection (MoGCSP) at the national level, government agencies, UN bodies, civil society, traditional leaders, and community groups.
- Lead and support advocacy efforts at county and national levels to promote legal reforms, accountability, and gender-sensitive policies.
- Engage with coalitions and networks to strengthen advocacy on SGBV prevention and response.
- Collaborate with relevant managers to ensure project participants and partners are informed about all governmental laws and policies related to SGBV, PSEA, and child protection.
- Capacity Building & Inclusivity
- Organize and facilitate capacity-building activities, workshops, and training for government officials, community leaders, and civil society organizations.
- Support initiatives that foster active participation of marginalized groups, including persons with disabilities and others.
- Promote community-led solutions and local leadership to ensure sustainability and ownership of project activities.

- Qualifications & Requirements
- Master’s degree in Social Sciences, Gender Studies, Development Studies, Public Administration, or related fields or equivalent.
- Minimum of 5 years’ experience managing multi-sectoral development or gender-based violence projects, preferably in Liberia or similar contexts.
- Proven experience coordinating with government agencies, UN bodies, NGOs, and community stakeholders.
- Strong understanding of Liberia’s socio-cultural context, legal frameworks, and gender issues.
- Demonstrated ability to lead diverse teams, manage budgets, and ensure compliance with donor requirements.
- Excellent leadership, communication, and interpersonal skills.
- Fluency in English; knowledge of local languages is an asset.

3 Position Purpose
The County Project Officer will serve as the primary representative of the Liberia Spotlight Initiative 2.0 at the county level, responsible for leading the implementation of project activities within the county, fostering collaboration with local stakeholders, and ensuring that response mechanisms for SGBV and justice are active, effective, and aligned with national strategies. The role is pivotal in coordinating efforts among community-based organizations (CBOs), duty bearers, and government counterparts to prevent and respond to SGBV, support justice and legal processes, and monitor referral pathways and community actions.
4 Key Responsibilities
4.1 Implementation & Coordination at County Level
- Lead the implementation of project activities within the county in line with the approved work plans and strategies.
- Mobilize and coordinate local stakeholders, including government duty bearers, community leaders, CBOs, and survivors, to ensure active participation and ownership.
- Participate in county-level GBV task force meetings, representing the project, and advocating for coordinated responses.
- Work closely with duty bearers to strengthen and ensure the response to SGBV, including legal and justice mechanisms, are accessible, active, and effective.
- Facilitate and support community-based organizations (CBOs) that support SGBV prevention, response, and SRHR education, ensuring their activities are aligned with project goals.
5 Monitoring & Follow-up
- Regularly monitor the effectiveness of the SGBV referral pathway, identifying gaps and working with stakeholders to address bottlenecks.
- Follow up on cases of SGBV to ensure timely and survivor-centered response, reporting, and justice procedures are followed.
- Track progress of community outreach activities and behavioral change interventions, providing feedback for continuous improvement.
6 Collaboration & Liaison
- Collaborate closely with the Ministry of Gender and other local government structures at the county level to align project activities with national policies and strategies.
- Establish and maintain strong working relationships with local authorities, community leaders, religious and traditional leaders, and other relevant entities.
- Coordinate activities with local NGOs and CBOs working on SGBV prevention and SRHR.
7 Reporting & Documentation
- Prepare and submit monthly and quarterly reports on project activities, progress, challenges, and lessons learned to the Project Manager.

- Contribute to the development of success stories, best practices, and lessons learned for wider dissemination.
8 Capacity Building & Community Engagement
- Support capacity-building activities for duty bearers, community leaders, and CBOs involved in SGBV prevention and response.

9 Qualifications & Requirements
- Bachelor’s degree in Social Sciences, Gender Studies, Community Development, Public Administration, or related fields.
- Minimum of 2 years’ experience working on SGBV, GBV prevention, community development, or related program areas at the county or community level.

POSITION SUMMARY

- Undertake research and advise on raw material product selection,
- In collaboration with the SHED’s program team, provide inputs to the production of nutrition IEC materials for the project.
- Optimize feed specifications for growing vegetables at minimum cost to produce. This has two parts – establishing ideal nutrient specifications and then formulating the best combination of available ingredients –, which is constantly changing in nutrient value and price – to achieve these specifications;
- Participate and provide technical input in project content planning, realization and monitoring of the project nutritional aspect;

POSITION SUMMARY:
The Drivers will be responsible for the safe transport of SHED staff as well as of materials needed for project activities. The drivers will be responsible for the maintenance of vehicles, ensuring regular checks are carried out and ensures that vehicles are in perfect running condition. She/he will adhere to all road and vehicle safety procedures, including cleaning of the vehicles. The Drivers must have extensive experience with 4W-driving and heavy-duty vehicle (truck) on dirt roads and under difficult field conditions, where most trips will be done.
KEY RESPONSIBILITIES
- Operate project vehicles in a safe manner and strictly obeys traffic laws at all times;
- Transport staff, volunteers, and official visitors to authorized destinations, ensuring that all passengers wear seatbelts;
- Observe good safety and security practices with passengers; i.e. ensure that all passengers delivered at night are indoors before departing;
- Maintain accurate mileage logs for each trip taken;
- Do safety checks and maintain vehicles in safe and clean operating condition, including washing of vehicles;
- Fuel vehicles, check oil, transmission fluid and coolant levels, and check air pressure in tires;
- Perform periodic maintenance on vehicles, such as changing batteries and motor oil at appropriate time, as well as refueling the car(s);
- Report all vehicle safety problems and accidents promptly;

EDUCATION/ EXPERIENCE/ CREDENTIALS:
