With funding from the Federal Ministry for Economic Cooperation and Development (BMZ) through Welthungerhilfe (WHH) Liberia, Serving Humanity for Empowerment and Development (SHED) and BASA Development Initiatives (BDI) are jointly implementing a 36-month project titled “Advancing Youth Economic Inclusion through Skills Training and Green Jobs in Liberia.” SHED serves as the lead implementing organization. The project aims to advance the economic inclusion and resilience of young people, particularly young women, in Bong, Margibi, Grand Cape Mount, and Nimba Counties by equipping them with market-relevant green skills and creating pathways to decent employment, sustainable entrepreneurship, and climate-resilient livelihoods.

SHED is a Liberian organization established as a national office following FCA’s ten (10) years of work in Liberia. Position Title: Project Manager
Reports to:Program Director with dotted line to the Executive Director
SupervisesMEAL Officer, Field Officers, GEDSI Officer and other project personnel as assigned
Submission: DeadlineOctober 05, 2026, No later than 5:00 PM
Duty Station:Monrovia, with regular travel to target counties
Duration:(Estimated 12 Months with possible extension

 

POSITION SUMMARY:

The Project Manager will provide overall leadership and coordination for the implementation of the project aimed at contributing to an inclusive and climate-resilient green economy in Liberia. The position will be responsible for ensuring effective delivery of project activities, achievement of results, sound financial and operational management, donor compliance, partnership development, and coordination among SHED, BDI, government institutions, private-sector actors, training institutions, communities, and other stakeholders.

 

KEY RESPONSIBILITIES

  • Lead overall project planning, implementation, coordination, monitoring, and reporting.
  • Develop and regularly update project work plans, implementation schedules, procurement plans, and activity budgets.
  • Ensure project implementation is consistent with the approved proposal, logical framework, budget, donor requirements, and organizational policies.
  • Provide strategic oversight of green skills development, apprenticeships, job placement, entrepreneurship, climate-smart agriculture, renewable energy, clean cooking, clean lighting, recycling, and value-addition activities.
  • Oversee the development and operationalization of market-relevant and accredited green skills training courses and structured support mechanisms.
  • Ensure effective implementation of the target of 1,300 households adopting energy-efficient cookstoves and clean lighting solutions.
  • Provide overall oversight for the establishment and support of 150 youth-led Green Economic Initiatives (GEIs).
  • Strengthen partnerships with vocational training institutions, employers, private-sector companies, financial institutions, government agencies, and market actors.
  • Ensure meaningful participation of young women, persons with disabilities, and other marginalized groups.
  • Supervise, mentor, and support project staff to achieve agreed results.
  • Monitor project expenditure and work closely with finance staff to ensure effective budget management and compliance.
  • Lead preparation and review of donor reports, progress reports, budgets, and other project documentation.
  • Identify implementation risks and ensure timely corrective action.
  • Promote learning, innovation, sustainability, and opportunities for scaling successful project approaches.
  • Represent SHED/BDI in relevant coordination meetings, technical forums, stakeholder engagements, and donor discussions.

 

EDUCATION/ EXPERIENCE:

  • Bachelor’s degree in Project Management, Development Studies, Agriculture, Environmental Science, Economics, Social Sciences, or a related field.
  • A master’s degree in a relevant discipline is an advantage.
  • Professional qualifications in project management, such as PMP, PRINCE2, or equivalent, are an advantage.
  • Minimum of 7 years of progressive experience managing development or humanitarian projects, including budgeting donor reporting, compliance, and stakeholder coordination.
  • Demonstrated experience managing donor-funded projects, preferably involving youth employment, livelihoods, entrepreneurship, climate resilience, green economy, agriculture, or renewable energy.
  • Experience managing multi-disciplinary teams and coordinating implementation across multiple locations.
  • Experience working with government, private-sector actors, training institutions, NGOs, and community organizations.
  • Experience integrating gender equality, disability, and social inclusion into programme implementation.
