Job overview/purpose:
Background
Youth Crime Watch of Liberia has received funding from UNICEF Liberia to implement
Adolescent empowerment interventions in Bong and Margibi Counties under the project
Strengthening the community-based child protection mechanism/system to improve children’s
care and Protection from violence, abuse and exploitation in Margibi and Bong Counties. The
project runs until 31 December 2021.
The project seeks at preventing violence against children as well as reducing the negative
impact of poverty, harmful traditional practices and Sexual Gender Based Violence (SGBV).
This programme will focus on capacity building as a means of ensuring child protection for
children including adolescent and providing sustainability community-based programs and
improving wellbeing of adolescents through the delivery of interventions which have positive
impact on the lives of vulnerable children and adolescents.
It will ensure the provision of a minimum package of prevention and response interventions to
children, mainly, adolescents at risk, their families and other community members through
community-based child protection mechanisms (including adolescent resource
center/adolescent safe spaces) in Margibi County (Unification Town, Dolo’s Town, Kakata and
Charlesville Township) Bong County (Gbarnga, and Sanoyea). Mainstreaming interventions on
the provision of life-saving information to reduce the impact of COVID-19 pandemic on health,
socio-economic wellbeing at family and community levels. The project will facilitate platforms
and spaces wherein adolescents/youth will be taught personal responsibility with regard to their
health and social development, inspiring them to become agents of change for their
communities.
YCWL is invites qualified individuals to apply for the position of Project Manager. Equally
qualified women will be given priority.
Key tasks and responsibilities:
 Plan and ensure the effective implementation of the project, including coordination,
timely preparation of activities with the management team and strict compliance to
humanitarian principles/standards and the Laws of Liberia
 Ensure training and daily management of staff on the application of procedures and
modalities, and on the correct use of appropriate systems & tools (i.e., data collection
and reporting tools, etc)
 Coordinate project activities effectively, including coordination within the team, with the
local community, with the relevant Government sector/other (I)NGOs and ensure project
accountability to beneficiaries and communities.
 Provide technical guidance related to adolescents/youth activities of the project;
 Coordinate consultation meetings and convene workshops with relevant stakeholders to
encourage buying in and create enabling environment for implementation of the project.
 Support the Center Supervisors with management of the day-to-day activities of the
Project (planning, implementation, quality monitoring & closure);
 Ensure project management is in compliance with YCWL and UNICEF’s policies and
procedures.
 In support of project delivery, work with management and project team members on all
operational management aspect of the project;
 Review ToRs for all project personnel and or consultants to provide needed staff support
in the discharge of staffers respective duties in the implementation of the project;
 Support and work with the center supervisors in preparation and update of project work
plans, as well as other specific plans from time to time and submit these for clearance
by the Program Manager/Deputy Director for Programs
 Work with Center Supervisors and other project team members on the direct
management of project resources in support of the project delivery
 Provide advice and guidance to the project staff and YCWL’s management relative to
effective and effective execution of the project
 Support coordination around the project implementation with other projects and activities
within and outside of YCWL’s scope and build partnerships and leverage resources,
 Maintain systems of communication, monitoring, support, training and accountability
between management and field teams, ensuring consistency.
 Ensure that project performance is evaluated effectively, including coordinating internal
and external performance review.
 Prepare evidence-based quality and timely reports (donor reports, internal reports,
coordination reports).
 Conduct himself/herself both professionally and personally in such a manner as to positively
contribute to YCWL’s goals and objectives, and to not jeopardize its mission.
 Other duties as assigned by Supervisor
 Report to YCWL’s management on a regular basis through weekly debriefs and monthly
written report submission.
Accountability and gender mainstreaming
 Ensure that project beneficiaries and other stakeholders have users friendly and protected
systems in place to receive and address complaints and welcome feedbacks;
 Analyze complaints and feedbacks received and feed them back into ongoing project
planning and implementation activities;
 Utilization of project funding and assets are done in line with financial best practices with
legitimate supporting documents including valid receipts;
 Procurement processes are in line with donor regulations and YCWL policies and
procedures
 Financial reports are prepared on time
 Other duties as assigned.

Required Skills and Experience
 Bachelor Degree in business social sciences, development: anthropology, psychology,
social work/sociology, education or other relevant degree;
 At least 2-4 years of relevant experience in social works or civil society organization in a
multi-cultural setting;
 Previous experience managing project(s)
 Experience with successfully managing youth development; particularly life skills related
projects
 Experience with community mobilization, youth and volunteers management
 Extensive experience in planning and managing international project, including direct
responsibilities for administering project budgets
 Fluency in English and,
 Willingness to adapt to local context
