Catholic Relief Services (CRS) began working in Liberia in 1957, with a permanent Country Program Office opening in 1990, supporting relief and development operations in the country. CRS Liberia has proudly maintained a strong reputation and relationship with partners and the communities we serve in the country by implementing a multi-sector program portfolio. CRS’ relief and development work is accomplished through programs of emergency response, health, agriculture, education, livelihoods, peacebuilding, and WASH.

Job Summary:

You will provide technical advice and support to the project for the Construction of CRS Eco-Friendly Four-Story Office Building in Monrovia, Liberia and to a range of program design, implementation and contract management issues in the area of Shelter and Settlements, and Infrastructure in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams in Liberia to advance the delivery of high-quality programming to the poor and vulnerable.

We are currently recruiting: –

Title: Project Manager, Construction Project

Location: Monrovia, Liberia.

Type of Role: Fixed-term contract

Reports to: Country Representative

 

Roles and Key Responsibilities:

  • Provide technical solutions to CP teams, remotely and on-site, for the Construction of CRS Eco-Friendly Four-Story Office Building in Monrovia and how to best apply standards, best practices, partnership principles, tools and M&E, helping to ensure high-quality implementation.
  • Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in Shelter and Settlements, and Infrastructure that effectively engage partners, donors, and governments. Help mitigate risk through implementing best practices of construction contract management in addition to ensuring a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.
  • Contribute to, and in some cases lead, the development of the technical design for proposals. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’s approach.
  • Support capacity strengthening initiatives in Shelter and Settlements, and Infrastructure programming for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
  • Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the Shelter and Settlements, and Infrastructure learning agenda.

Basic Qualifications

  • Higher education in engineering or architecture, or a professional qualification obtained from a technical institute in building and construction.
  • Minimum of five years relevant work experience in the construction industry with progressive responsibilities, ideally with an international NGO, with a minimum of three years relevant field-based experience in supervising/managing development projects such as office spaces, permanent housing, site development works and various Infrastructure projects.
  • Knowledge of technical principles and concepts in Shelter and Settlements and Infrastructure programming. General knowledge of other related disciplines to ensure a proper cross-sectoral approach.
  • Experience in project design and proposal development in the field of Shelter Settlement, and Infrastructure.
  • Knowledge of capacity-strengthening best practices in the field of construction project management.
  • Experience with program monitoring evaluation and analysis.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.

Required LanguagesEnglish

Travel – Must be willing and able to travel up to 20%.

Knowledge, Skills and Abilities

  • Significant experience in design, planning and construction project management, including construction contract administration for a contractor led approach.
  • Expertise in bid procedures, Bill of Quantities, construction quality assurance and quality control system, construction safety plan, operations and maintenance procedures, and project close-out is a must.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications. AutoCAD and structural analysis design software such as STAAD Pro and or ETABS is an advantage.
  • Strong relationship management skills and strong cross-cultural & interpersonal skills, with the ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Good strategic, analytical, problem-solving and systems thinking skills with the capacity to see the big picture and the ability to make sound judgments.
  • Good technical writing skills in English language
  • Presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful and results-oriented
