In October 2020, Serving Humanity for Empowerment and Development (SHED) signed a grant agreement with the European Union (EU) Delegation in Liberia following approval of the project titled: “Strengthening Democracy and Respect for Fundamental Human Rights of Prisoners in Liberiawhich is currently implemented Bong, Nimba and Margibi counties for the period January 4, 2021 –January 3, 2024.

SHED and its partner – the Rural Human Rights Activists Program (RHRAP) developed the three-year project and it is based on the outcomes of a previous EIDHR funded project that came through and ended in December 2020 after two years of implementation.

 

The strategic goal and objective of the new project are:

 

The overall objective of this action is to contribute to strengthening democracy and the respect of fundamental human rights for most vulnerable detainees in Liberia.

 

The specific objective (Oc) is to improve access and equity before the law through enhancing local capacities to provide protection of prisoners ‘rights and improve conditions and knowledge of prisoners in Bong, Nimba and Margibi Counties.

 

SHED is seeking a Project Manager for the overall implementation of project components in terms of content, planning, realization and evaluation of programme as well as control and monitoring of the overall budget, all in close coordination with the Program Director and the Finance Manager. The Project Manager position is full time with supervisory responsibilities over the Gender Coordinator and partner organization (specifically RHRAP). He/she will be based in Monrovia with often travels to the project counties and will work under supervision of the Program Director and SHED management team. The Project Manager will report monthly on project activities and in the same vein produce a quarterly report and annual report to the SHED management and the European Union Programme Officer – Governance Sectorin charge of supervision of this project.

About SHED

SHED is a Liberian organization established as a national office following FCA’s ten (10) years of work in Liberia. We are a right based organization working on human rights, peace building, education, Watsan and livelihoods programs in Liberia. Our head office is located at Rehab Junction, Above Krishna Superstore, Paynesville, Liberia. SHED’s action is guided by international human rights standards and principles. As a right based actor, SHED facilitates dialogues and peace building between the right-holders and duty bearers to address root causes of conflict.

Duties /responsibilities of the successful candidate will include but not limited to:

  • Oversight of effective implementation of project components in terms of content and administration by the partner organization -Rural Human Rights Activists Program (RHRAP);
  • Content planning, realization and evaluation of programme as well as control and monitoring of the overall budget, all in close coordination with the Program Director and Finance Manager;
  • Participate in Liberian civil society networks in the fields of human rights, democracy, gender issues, and other regional issues;
  • Network and build relationship with national and international stakeholders in the context of this project; (eg. The Bureau of Corrections & Rehabilitation-BCR, Ministry of Justice, Human Rights Division- Ministry of Justice, Prison Health Department – Ministry of Health, Independent Human Rights Commission of Liberia, National Election Commission, etc.;
  • Compliance with European Union project implementation regulations and deadlines with regard to financial and narrative reporting;
  • Work under supervision of the Program Director and report monthly on project activities and in the same vein produce a quarterly report and annually report to the European Union;
  • Provide technical support to partners on PME activities and ensure that these issues are incorporated into the overall project planning and implementation
  • Support and contribute to capacity building of partner organizations and project staff in thematic areas and PME;
  • Ensure the timely submission of partners’ reports for revision and thereby requesting for partners’ trench payments upon approval of said reports.
  • Supervise the Gender and Legal Aid coordinator and ensure gender mainstreaming in all project activities, monitoring the effective provision of the pro bono legal service, fast track court systems and the performance of the defense counsels assigned by firms/organization contracted by SHED in the four counties.
  • Perform other duties as may be required;

Qualification Required:

  • At least 5 years’ experience in Project Management with specific focus on lobby, advocacy and human rights either in national or international NGO, UN agencies etc.
  • Good knowledge of international human rights instruments and the Liberian law
  • Advanced university degree in social science, political science, gender, peacebuilding, and law;
  • Strong project-implementation skills, including budget planning, monitoring and reporting;
  • Thorough understanding of and sensitivity for human rights, democracy, gender and minority issues;
  • Results oriented, highly analytical, team player & builder and good interpersonal relationship,
  • Excellent time-management, communication and organizational skills;
  • Interest in political developments and gender issues
  • Strong verbal and written command of English;
  • Good computer skills, especially MS Office.

Desirable:

  • Experience in gender sensitive project planning, implementation and advocacy
