Reports to: Executive Director
Duration: 12 months (renewable)
Duty station: Paynesville with frequent travel to project locations

Youth Crime Watch of Liberia is an accredited youth organization established in 2004, to help
address the need for grassroots participation in nation building, following the age-long civil
conflict which nearly discriminated the population. We are dedicated to fighting illiteracy and
promoting reconciliation, reconstruction, peace, development and better and healthier lifestyles
in Liberia through crime prevention, youth empowerment and employment
Program Manager
The Position
Youth Crime Watch of Liberia is seeking to recruit a highly motivated Program Manager to
manager our Program Department. The successful candidate will be expected to develop and
deliver high quality program to ensure that poor children and youth benefit from development
efforts. The Program Manager will provide strategic input and support the work of the
organization and will work within objective teams to ensure that gender equality is
mainstreamed within those areas. He/She will undertake analytical and advocacy work to
deliver specific measures, especially in the area of youth/adolescent development and
empowerment. The Program Manager will provide high quality programme design by ensuring
line management with expertise and knowledge. The Program Manager will provide major
programme formulation and monitoring as well as the development of project proposals for
potential donors.
Under the supervision of the Program Manager, the Program Manager provides operational
and administrative assistance, performs a variety of administrative, coordination and logistical
assignments in support of the operations of the Program, and assists with information
management.
Your challenge
As Program Manager, you are responsible for the realisation of project and programmatic
goals within the organisational setting determined by internal and external preconditions for
YCWL. As Program Manager, you will be accountable to the Executive Director.
Your main tasks and responsibilities
Overall leadership and integral management responsibility of the program of YCWL.
Leadership and management
 Responsible for all YCWL activities within YCWL Liberia;
 Participate in country-wide program and knowledge development;
 Implementing and strategic partnership engagement at program level;
 Gender and conflict sensitive approach to team management and project activities
under her/his responsibility.
Program Management
 Development of the Program plan, with annual review of needs for changes,
based on ongoing context analysis and results of annual program review;
 Annual planning for the program area, with the corresponding annual program
area budget, as an input to YCWL Strategic and Annual Plan;
 Planning, implementation, and monitoring of project activities that were approved by
donors with the corresponding project budget planning;
 Project Cycle management, including needs assessments, formulation of concept
notes and proposals and budget;
 Reporting – monthly and quarterly activity and financial reporting, including
realization of activities versus budget utilization;
 Annual review of progress towards program objectives and outcomes;
 Initiating and maintaining effective working relations with relevant stakeholders at
program area level;
HR/admin
 Budget owner for projects implemented in program areas;
 Human Resource Management (at individual- and team level) for program staff,
consisting of experienced project coordinators and project officers;
 Supervision and periodical evaluation of the performance of the members of the
Program Team;
Reporting/data collection & communications
 Work with Programme/Project coordinators and implementers to collect anecdotes,
testimonies, photos, etc. from the field to generate content for website, newsletters, and
other means of distribution
 Review YCWL current communications strategies and recommend for improvement
 Support the M&E team in monitoring the quality of internal and external reporting
against internal and external standards;
 Monthly progress reporting against activity planning;
 Prepares appropriate input to the various project/program reports/publications including
annual reports; contributes to other reports required by the Executive Director
 Specific evaluation reports.
Knowledge Management/capacity building:
 Developing knowledge management within the organization
 Conduct capacity assessment and staff development plan
 Conduct basic staff development activities including short trainings in reporting, data
collection, interviewing and record management techniques
Knowledge & Experience:
 Bachelor or Master degree in a humanitarian, development or other relevant field;
 Good spoken and written command of English.
Experience with program management, proposals and reporting.
 Excellent analytical/problem-solving skills and detail orientation
 Project Management expert
 Knowledge of and adherence to NGO Management and code of conduct
 Thorough knowledge of planning, monitoring and evaluation (PME) methodologies
