PROJECT OFFICER
Term of Reference
The Project Officer provides technical and programmatic support to The Carter
Center’s Access to Justice Project in Liberia, which is implemented in partnership
with local civil society organizations. The Project Officer will provide monitoring
and mentoring support to Community Justice Advisors, including training and
support through monitoring and evaluation. Specific duties include:
Position : Project Officer
Location : 1 in Grand Gedeh or Nimba
Reports to : Project Coordinator
In Partnership with the Lead CJA:
1. Travel within Designated Counties to support, monitor, and assess the
Community Justice Advisors.
2. Provide supervision and guidance to CJAs (5-10)
3. Provide monthly evaluations of each CJA
4. Conduct at least eight Case Evaluation per CJA annually of communities
under his/her supervision.
5. Conduct four community assessments for each CJA annually
6. Conduct routine spot monitoring of CJAs civic education/awareness sessions.
7. Review at least twenty cases per CJA annually with the assistance of the
Legal Associate
8. Provide or coordinate training and technical assistance for CJAs:
a. Mediation techniques
b. Work plan development
c. Message development and delivery
d. Community Engagement
e. Cases Tracking
f. Advocacy
g. Education on basic principles of Liberian law and human rights
Reporting
• Submit Monthly Reports by the 5th of the following month.
• Submit Weekly Update on activities to the Project Coordinator by COB
Friday.
• Submit Monthly work plan by the 1st of the Month.
• Develop working relationships with all relevant judicial actors to meet and
discuss judicial matters of local impact.
• Coordinate activities with members of the Country Support Team, including
coordinating capacity-building training and support for local judicial
personnel. Attend all County Support Team meetings as scheduled.
• Preform other duties as assigned by the Project Coordinator.
Education:
Collage degree level or more than 5 years of field experience with excellent
reporting writing skills.
