About the Organization:

The Elections Coordinating Committee (ECC) established in 2010, is Liberia’s largest domestic election observation network. As a coalition, the ECC comprises seven Civil Society Organizations (CSOs) that have transitioned legally to becoming the ECC Board of Directors and Owners’ Council. The ECC has primarily focused its work around Democracy with emphasis on Elections and post-election observations, peacebuilding, Gender & Inclusion, civil rights, and governance issues.

Project Backgrounds

The “Deepening and Consolidating Liberia’s Democracy” activity is an Irish Aid-funded project implemented by the Elections coordinating committee to strengthen Liberia’s Democracy through the promotion of credible elections and public confidence. The project aims at promoting inclusiveness and civic participation of first-time voters, increasing communities, citizens, and security engagements to promote public trust and confidence, and promoting peaceful elections.

Duties and Responsibilities

The Elections Coordinating Committee is seeking a Project Officer to work on the IRISH Aid Project. The Project Officer will work on Irish Aid’s Deepening and Consolidating Liberia’s Democracy project and will be responsible for reporting, evaluating the project, and administratively supporting other project personnel. More specifically, the Project officer will be responsible for preparing internal and external project reports, analyzing project outcomes, handling Donors’ Communication, and other administrative duties as needed. The Project officer should also ensure that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost-effective and timely manner. Their duties and responsibilities to achieve this objective may include:

Reporting on the project’s progress, budget, and resources.

Overseeing project activities and helping to mitigate issues and challenges. Scheduling tasks and managing resources.

Ensuring Quality assurance in the programmatic activities of the project. Organizing meetings, and engagements, and setting agendas.

Managing communications and relationships with the project’s donors.

Updating and maintaining project records and documentation.

Distributing project documentation to Management.

Developing and strengthening monitoring, inspection, and evaluation procedures Monitor all project activities, expenditures, and progress toward achieving the project output;

Monitor and evaluate overall progress on achievement of results;

Monitor the sustainability of the project’s results;

Participate in annual project reviews and planning workshops and assist the Programs Officer in preparing relevant reports;

Provide feedback to the Programs Officer and the National Coordinator on project strategies and activities;

Report monthly, quarterly, half-yearly, and annual progress on all project activities. Perform other duties as required;

Minimum Qualification

A relevant first degree in Management, Business administration, Sociology, or related fields.

A minimum of 3 years of professional experience working as a Project or Programs Officer in an NGO or INGO or international donor’s project.

Proficient in Microsoft Office (Word, Excel, PowerPoint)

A certificate in Project or Planning Management a plus

Experience in managing projects from initiation to closure.

Proficiency in any Project Management Software is a plus

Excellent interpersonal skills and strong communication skills; ability to work with people from multiple sectors and across various cultures

Strong Organizational Skills; ability to think strategically and make decisions; keen to details.

Ability to work under pressure and meet deadlines.

Duration and Location

The duration of the Project is 12 months, with the possibility of an extension based on performance and availability of Donor Funding. The successful candidate will be stationed in Monrovia at the ECC Secretariat Office and with travels to other counties as needed.
