governmental organization founded in 1988 and operating in the field of social and

economic development in partnership with local institutions. IECD’s main sectors of action

are vocational training, education, and support to micro and small enterprises. IECD is active

In Liberia, IECD launched the project STRIVE in September 2020. The project focuses on three components:

Developing Technical and Vocational Educational Trainings (TVET) and the national TVET system in

partnership with the Ministry of Education and the Ministry of Youth and Sports.

Increasing the employability of trainees to facilitate their professional integration.

Supporting vegetable farmers in Bong County to improve economic opportunities.

YOUR MISSION

Under the supervision of the Project Manager, the Project Officer (Sanofi Project) will support the Project

Manager in the implementation, coordination, and monitoring of Project TRERND, aimed at strengthening

health facility capacities to deliver WHO-PEN services for hypertension and diabetes care in Liberia.

The role focuses on operational execution, ensuring that training, service delivery, community outreach,

and data systems are effectively implemented and aligned with project targets and donor requirements.

1) Main Responsibilities

  1. Project Implementation & Coordination
  • Support implementation of project activities across targeted health facilities
  • Assist in the development and execution of monthly and quarterly workplans
  • Coordinate logistics for training, supervision visits, and community activities
  • Ensure timely distribution and proper use of medical equipment provided to health facilities
  • Follow up on implementation of WHO-PEN protocols at facility level
  1. Training & Capacity Building
  • Organize and support training sessions on hypertension and diabetes care
  • Coordinate training on data collection, entry and reporting systems
  • Maintain training records, attendance, and post- training follow-up
  • Provide onsite mentoring and supervision to trained health workers
  1. Community Engagement and Outreach
  • Support planning and implementation of awareness campaigns and screening activities
  • Coordinate with community leaders and health teams to ensure outreach coverage
  • Monitor quality and reach of screening activities for early detection
  • Document community activities and success stories
  1. Monitoring, Evaluation and Data Management
  • Ensure accurate and timely data collection, entry, validation and reporting
  • Support facilities in maintaining quality health records and registers
  • Compile routine data for internal and external reporting (MoH, Donor, IECD HQ)
  • Work closely with the M&E Officer to track key Performance indicators
  • Conduct routine data quality assessments and supportive supervision
  1. Reporting and Documentation
  • Prepare monthly activity reports and contribute to quarterly and annual reports
  • Document best practices, lessons learned, and implementation challenges
  • Maintain organized records of project activities, trainings and outputs
  • Support preparation of donor reports and presentations

Job Description

Project Officer (Sanofi Project)

  1. Stakeholders Coordination

Liaise with health facility staff, county health teams and community stakeholders

Support coordination with the Ministry of Health at county and district levels

Participate in coordination meetings and represent the project when required

Ensure alignment with national NCD strategies and guidelines

  1. Logistics and Administrative Support
  • Assist in procurement processes and tracking of project supplies and equipment
  • Ensure proper inventory management and accountability at facility level
  • Support planning and coordination of field visits and supervision missions
  1. Risk Management & Quality Assurance
  • Identify Implementation challenges and escalate to the Project Manager
  • Support implementation of mitigation measures
  • Ensure adherence to ethical standards, gender, sensitivity, and inclusiveness
  • Promote quality of care in line with WHO-PEN standards

2) Key Deliverables

  • Monthly activity reports
  • Contribution to quarterly and annual reports
  • Updated training and supervision records
  • Data reports aligned with project indicators
  • Documentation of community outreach and screening activities
  • Evidence of facility -level implementation of WHO-PEN service

EXPECTED PROFILE

Qualities and skills:

  • Proven experience working in the health sector; knowledge of non-communicable diseases (NCDs) and

primary healthcare is a strong asset.

  • Good report writing and communications killss
  • Ability to conduct training and supportive supervision
  • Experience working with Ministry of Health, international NGOs, and donors.
  • Excellent written and spoken English
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Strong organizational and coordination skills.
  • Experience in monitoring and evaluation, including data collection, analysis, and reporting
  • Teamwork and collaboration
  • Attention to detail and data quality focus
  • Problem solving and adaptability
  • Commitment to improving quality of care

Education: Degree in Public Health, Management, Health Sciences or related field

or related field.

Experience: Minimum 3-5 years’ experience in Project Management. Experience working with Ministry of Health

systems and health facilities is an added advantage

9. CONDITIONS OF THE MISSION

Position Title: Project Officer– Access to NCD Healthcare

Reports to: Project Manager

Duration: 12 months (renewable, based on funding)

Location: Sinkor, Monrovia with frequent field visits
