The Health Strategy and Delivery Foundation (HSDF) is a not-for-profit foundation incorporated in 2013 with a mission to improve the quality of decision making and execution in the health sector through a focus on results at scale, providing analytical support, driving innovation, and substantive engagement with key stakeholders. HSDF is a platform for the implementation of effective ideas and innovative solutions and strives to address complex health systems and developmental challenges through a focus on evidence, rigor and continuous improvement whether in line with or diverging from the status quo.

HSDF works with the Federal and State Governments to improve the effectiveness of health service delivery to strengthen the performance of health systems and ensure a focus on results and outcomes.

JOB SUMMARY

In Liberia, through the Health Systems Strengthening Accelerator (HSSA) – provided support to the Ministry of Health to bolster the evidence for sustainable health financing reforms, HSDF worked with stakeholders to shape the design and advance the adoption of the Liberia Health Equity Fund (LHEF) and other health financing reforms. This was aimed at improving the effectiveness of Liberia’s health system and the sustainability of its public health financing. Late In 2019, the Accelerator’s scope in Liberia expanded to include systems strengthening of the country’s foremost hospital (John F. Kennedy Medical Center) across service delivery, fiscal, and supply chain management.

The Project Officer (PO) shall be responsible for assisting the Project Manager and project team in monitoring and tracking the HSSA project deliverables and outputs/outcomes. S/He shall report directly to the Project Manager, with support from the technical leads, drive implementation of project activities, monitor all aspects of project progress and implementation, identify operational challenges and assist the team in resolving them by taking appropriate actions.

JOB RESPONSIBILITIES

Project Implementation

• Maintain thorough knowledge of the project, as well as an understanding of how that impacts the other stakeholders.
• Work with project team to develop a greater understanding of the project and potential issues that may arise • Support the team in project planning processes.
• Identify operational, administrative, and other bottlenecks that may impede project delivery; recommend solutions and take appropriate remedial action(s)
• Carry out any other duties or assignments as required by the Project Manager.

Project monitoring and reporting

• Provide substantive inputs to assist the Project Manager in the preparation of project reports and documents. • Compile reports/updates about particular incidents, events, or updates about important issue on the project. • Collect, analyse, and utilize data and feedback to identify opportunities to improve project progress and relationship with stakeholders.

Stakeholder management

• Facilitate coordination and management of communications for project related issues. • Liaise and build relationships between stakeholders for the purposes of facilitating activities and improving project progress and quality of data/information.
• Participate in meetings with Stakeholders as required.
• Proactively resolve conflicts and address issues that could occur between parties.

Knowledge management and innovation

• Support the compilation and documentation of lessons learned as per defined reporting format. • Support the project manager and project team on development of relevant knowledge products. • Support efforts in ensuring staff capacities are built at every level.
• Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
• Contribute to expertise in development of tools and techniques.

QUALIFICATIONS

Educational/Professional Qualifications

• Bachelor’s degree in a relevant field (e.g., Business Administration, Logistics, Project Management, Emergency Management, Medical Sciences or related field) is required.
• Master’s Degree in a relevant field (e.g., Business Administration, Logistics, Project Management, Emergency Management, Medical Sciences or related field) is an asset.
• Minimum of 2 years work experience in the field of Project Management and/or Operations Management is required.

Skills and Knowledge

• Experience in hospital and donor management and operating contexts is an asset.
• Previous experience working with health or other relevant government agencies is an advantage. • Experience working in post-conflict or conflict situations is an advantage.
• Excellent communication skills (written and oral) and use of communication tools is required. • Full working knowledge of English is essential.
• Excellent use of Microsoft Office Suite is required.
• Possesses the ability to think strategically and rapidly analyse, interpret and integrate data information from varied sources into clear conclusions and recommendations.
• Ability to produce quality work with a high degree of accuracy and attention to detail.
• Must be able to work remotely yet collaboratively with others in a participative management environment, working independently as well as working in a team.
• Must be able to take initiative where appropriate, proffer solutions to bottlenecks and challenges.
