CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Project Officer provides support and assistance for the direction and coordination of the Ivorian refugees’ influx emergency response programme in southeast Liberia. Assist the Ops Manager responsible for the provision of technical assistance and coordination of the implementation of emergency program interventions, including child protection, education, COVID 19 prevention and partnership with local actors. Support Ops Manager to facilitate the country team action to update Emergency Preparedness Plan (EPP) and develop Contingency Plan, and development and maintenance of policies & procedures and for the promotion of its Child Safe Guarding Policy.

Based on the humanitarian emergency nature of the program, the Project Officer will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :

Support the Field Management Team (FMT) and Ops Manager, and contribute to:

  • Support the implementation of a coherent organisational structure that is appropriate to emergency programme needs and consistent with best practices.
  • Provide support to ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies.
  • Support the facilitation of technical working sessions with country office team to update Emergency Preparedness Plan (EPP) and develop Contingency Plan at field offices and national levels.

Oversight and Management of Emergency Programme Response

  • In collaboration with Deputy Chief of Party Operations and Ops Manager, responsible to provide support for overall coordination of emergency programme implementation and responsible for field delivery of high-quality programming in line with the objectives of response strategy and in accordance with donor requirements.
  • In close coordination with the Deputy Chief of Party Operations and Ops Manager, participate in the emergency programme proposal process and ensure that all programmes progress in accordance with grant agreements, are completed within time and on budget.
  • Provide support to ensure emergency programme responses are implemented in response to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity.
  • Support and conduct of assessment and documentation on Child Protection and Education issues in locations with Ivorian refugees and asylum seekers in Grand Gedeh and River Gee, southeast Liberia.
  • Support to Child Protection, Education and COVID 19 prevention emergency response activities implementation in counties.

Partner Management

  • Provide support to ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children’s global strategy and strengthens local and national capacity to deliver for children.
  • Support analysis of potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations.
  • Provide support to ensure that the response engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy.
  • Support partnership development, coordination and implementation to local Government Partners, Ministries of Gender, Women and Children, Education and Health in Grand Gedeh and River Gee counties.

Logistics, Inventory and Procurement

  • Provide support to ensure logistics capacity and systems meet SCI standards and are able to satisfy the emergency response requirements.
  • Provide support to ensure procurement processes are effectively implemented on time, on budget and in compliance with SCI policies and standards.

General:

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS

  • Education Level – Bachelors Degree or Equivalent
  • Specified Study Area – Project Management/ Sociology/ Other relevant disciplines

EXPERIENCE AND SKILLS

  • Have at least 3 – 5 years of relevant working experience in emergency response
  • Experience working in NGOs/INGOs sector
  • Excellent computer skills (using Microsoft Office)
  • Ability to maintain confidentiality of beneficiaries documents, records and information
  • Good communication skills (written and spoken)
  • Good planning and organization skills
  • Good Team Spirit and ability to work under pressure
  • Ability to work in a complex professional and physical environment

Contract length: 6 months
