Job Title: Project Supervisor- Latter Days Saints project. (x1)

Location: Grand Bassa County

Reporting To: Programme Coordinator, Livelihoods

Responsible For: Field Assistant FIM, H&N

Contract duration: 3 months

Job Purpose: This is a field-based position that requires collaborating and working very closely with the local communities, community structures, government authorities, private sector and local partners where applicable. Overall, the staff will be responsible for supervising activities and manage performance of FIM and H&N field assistants and H&N Officer assigned under him/ her. Support these Concern staff in their roles of community mobilization, sensitization, education, training and coaching of individuals and groups of beneficiaries to ensure effective implementation and active participation in, ownership and sustainability of programme activities. Collaborate with Local partners and government line ministries in providing technical support. The aim of the programme is to improve the food and nutrition security of 1,775 poor and vulnerable households in Buchanan, Grand Bassa.

Responsibilities:

Programme Implementation: Work with the Field Assistants (FAs) and Nutrition Officer to prepare weekly activities plan, and with the Programme Managers to contribute to developing monthly activity plans, identifying and timely requesting the resources required for effective implementation of programme activities; Work with the field staff to mobilise and organize communities to identify and analyse contextual social problems, challenges and opportunities through participatory research and demonstrations; Work with the field assistants to support groups’ dynamics, including establishing farmer groups, Mother Groups, CSLA/FSLA groups, and work with them to establish functional leadership structures; Work with the communities and relevant local stakeholders to identify correct target groups in line with Concern’s global policies, and ensure their active participation in all stages of the programme cycle management and participatory learning; Work with the FAs and Nutrition Officer to assists programme participants and their communities to identify and mobilize local resources and skills required for attainment of sustainable agriculture and behaviour change, with specific focus on increasing productivity of smallholder agriculture through entrepreneurship skills, climate-smart agriculture, prevention of postharvest losses, CSLAs/FSLAs as well as kitchen gardening activities for Mother Groups, fostering behaviour change; To be Concern’s point of contact with the local government authorities, and National Implementing Partners where applicable, within geographical areas of responsibility; Collaborate with and support Systems/logistics to ensure successful, transparent and accountable distribution of gardening inputs, Community/Farmers Saving and Loans Associations kits and other inputs supplied by the programme; Supervise field mobilization and organization of communities to identify and analyse contextual problems, challenges and opportunities through participatory demonstrations under guidance of the programme team; Work with the FAs, target communities, and relevant local stakeholders to identify correct target groups in line with Concern’s global policies, and ensure their active participation in all stages of the programme cycle management and participatory learning; Create the enabling environment for smooth operation of NIPs working/ supporting the grants.

People Management:

Manage Field assistant and H&N Officer positions, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract; Ensure that they have accurate job descriptions and that they fully understand outcomes, which are expected of them, by setting SMART objectives; Monitor and review performance of these staff and hold them accountable for meeting their objectives; give corrective feedback where required and take decisive action in the case of poor performance; Ensure that they are aware of and comply with all of Concern’s policies and procedures; Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently and that gaps due to leavers or annual leave are managed.

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS): Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed; Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities. Adhere to at all times to Concern’s policies, guidelines and standards. Be aware of, understand and comply with all of Concern’s Code of Conduct and Associated policies (P4, finance, logistics, HR, security management, etc.) Contribute to ongoing security management and planning as necessary; actively participate in any emergency response if called upon to do so; Undertake other related duties as may reasonably be assigned by the CD, PD or line manager.

Experience & Qualification:

BSc in Agriculture, Nutrition, Business management, Environment or other relevant qualification from a recognized university. Diploma holders in the relevant disciplines, with more than 5years of practical experience will also be considered.

At least three years of experience implementing community-based donor funded programmes with a focus on nutrition sensitive agriculture, food security, VSLA and entrepreneurship projects in Liberia with NGO(s) or government in rural areas.

The ability or willingness to learn how to ride a motorcycle.
