BACKGROUND
Liberia, like many African countries, has experienced the economical, societal, and political marginalization of women. Patriarchal structural inequalities are visible in law enforcement agencies, with a limited number of women law enforcement officers in high-ranking positions and frequent episodes of harassment (including sexual harassment) being recorded. Women law enforcement officers have fewer opportunities to benefit from professional development opportunities, which have a resultant negative impact both on their career-prospects and on their ability to effectively carry out their functions.
Women representation in law enforcement remains alarmingly low, especially in decision-making capacities where the rights, interests and protection of women’s voice should be prioritized. While these challenges exist, women in law enforcement agencies have made concerted efforts to collectively promote their rights and advocate for gender equality and career advancements. Through women associations in law enforcement agencies, women officers have made efforts to advocate for gender equality and professional equity in law enforcement. These associations coordinate with a much larger umbrella association, the Liberia Female Law Enforcement Association (LIFLEA), through which they actively engage with heads of law enforcement agencies, government technical leads, and a range of development partners.
To address the challenges noted above, IDLO is implementing the “Strengthening Gender Equality in Liberia’s Security Sector” project which aims to increase women’s inclusion and representation in law enforcement agencies in Liberia. Through this project, IDLO will work with and support the Liberia Female Law Enforcement Association (LIFLEA) to implement its 2022-23 Action Plan, and work with women in law enforcement to enhance their capacity for professional advancement in various law enforcement agencies.
THE ASSIGNMENT
In light of the above, IDLO seeks the services of a project support consultant to provide technical support towards LIFLEA’s institutional strengthening efforts.
DUTY STATION
The location of the assignment is defined as Monrovia, Liberia. The consultant will be contracted by IDLO and will be seconded to the LIFLEA office.
The consultant will be required to travel within Liberia, to the different counties where LIFLEA has operational presence.
DUTIES AND RESPONSIBILITIES
Under the supervision of the IDLO Liberia Field Program Coordinator, and working in close collaboration with the program team, the Project Support Consultant will be responsible for the following:
▪ Support the planning, implementation, monitoring, and evaluation of activities under this project, with a view to strengthening the capacity of LIFLEA as an organization;
▪ Support LIFLEA in strengthening collaboration with women’s networks and promote a network for women in security sector agencies;
▪ Support LIFLEA and its ancillary women organizations to organize high-level dialogues targeting Government decision makers, the women’s caucus in Legislature (House of Representatives and Senate), and national and international development partners, to elicit their involvement and contribution for the empowerment of women in the security sector;
▪ Lead quarterly coordination and collaboration forums between LIFLEA and other ancillary women organizations;
▪ Support the planning and delivery of key LIFLEA activities including the annual retreat and General Assembly;
▪ Facilitate capacity development activities for LIFLEA Executive and Head of County chapters on leadership and managerial skills;
▪ Support efforts to increase LIFLEA’s visibility through outreach mechanisms; ▪ Develop communication materials for advocacy activities on critical issues affecting women in the security sector, including issues around career advancement and promotion, sexual harassment and discrimination based on gender;
▪ In close collaboration with IDLO:
o Identify areas in which the work of LIFILEA can support initiatives under other IDLO projects e.g. outreach activities on SGBV and trafficking-in-persons in counties where LILFLEA has operational presence
o Support LIFLEA in coordination efforts with the Gender and Security Sector National Taskforce (GSSNT);
o Support resource mobilization efforts with a view to enhancing LIFLEA’s sustainability;
▪ Any other duties as assigned by the supervisor.
IDEAL PROFILE OF CANDIDATE
Education and Experience
▪ Minimum of a first (Bachelor’s) degree in social sciences, public administration, justice and security sector reform, institutional capacity development
▪ At least two years of professional experience working on gender-related issues, institutional strengthening, justice, and security sector reform
▪ Experience working with law enforcement agencies in Liberia ▪ Proven track record in supporting advocacy efforts for gender equality, women’s empowerment, women rights, and inclusion
▪ Proven academic record, including research and writing.
Specific technical skills, competencies, and knowledge
▪ Sound organizational and planning skills.
▪ Solid understanding and knowledge institutional development, capacity building, and justice and security sector reform.
▪ Excellent interpersonal and communication with ability to work constructively with several internal and external stakeholders.
▪ Excellent writing and analytical skills
▪ Strong technical report writing skills
▪ Candidates should prove their ability to work and travel across Liberia.
Languages
▪ Strong professional oral and written English skills are required.
TERMS AND CONDITIONS
IDLO shall offer the selected candidate a single engagement contract for seven (7) months from 1 June – 31 December 2023, with possibility of extension, subject to performance, project duration, and availability of funding.
