  1. Background

The Netherlands Institute for Multiparty Democracy (NIMD) is an international organization dedicated to promoting peaceful, just, and inclusive democracies worldwide. NIMD has been operational in Liberia for nearly two years as part of a consortium implementing the Liberia Electoral Support Project (LESP), co-funded by the European Union and the Governments of Sweden and Ireland. The project is managed by United Nations Development Programme and jointly implemented by NIMD and UN Women.

  1. Purpose of the Call

NIMD invites proposals from: Women-led Civil Society Organizations (CSOs) to manage and implement mini-grants under Outcome 2: Enhanced opportunities for youth and women in political and civic engagement. Selected organization will serve as a grant holder and implementing partner, responsible for delivering program activities, ensuring compliance, and reporting on results.

  1. Structure of the Call

Women-Led CSO (Enhancing women’s political and civic engagement)

Proposals should address integrated interventions in the following thematic areas:

  1. Women’s representation and participation in political processes
  2. Strengthening linkages between legislative oversight, political priorities, and the lived realities of women.
  3. Enhancing women’s access to finance, networks, and economic opportunities to increase their participation in leadership and decision-making.

Political Accountability and Advocacy

  1. Supporting issue-based advocacy that leads to policy reforms that address farm-to-market roads and access to maternal and reproductive health services
  2. Trade and commerce enabling environment
  3. Expanding women’s access to affordable and quality health services, agriculture support, and market connectivity.
  1. Rationale

This initiative aims to strengthen the role of women as active agents in Liberia’s democratic processes. By partnering with capable national CSOs, the project seeks to:

  1. Enhance inclusive participation in governance
  2. Promote accountability and transparency
  3. Strengthen advocacy and policy influence

Support sustainable, locally driven solutions

The selected organization will act as primary grant manager, responsible for implementing activities, coordinating stakeholders, and ensuring effective delivery of results.

  2. Increased youth and women participation in political and civic processes
  3. Strengthened capacity of CSOs to manage grants and implement democratic governance programs
  4. Improved dialogue between citizens and decision-makers
  5. Enhanced accountability and responsiveness of public institutions
  6. Eligibility Criteria (Summary): The proposal MUST contain the following elements:
  7. Be legally registered CSOs in Liberia
  8. Be women-led
  9. Demonstrate proven experience in governance, women’s political participation, advocacy, or civic engagement
  10. Have sound financial management and reporting systems
  11. Show capacity to manage grants
  12. Submission and Next Steps
  13. Interested organizations are invited to submit a detailed proposal outlining:
  14. Technical approach
  15. Implementation plan
  16. Budget
  17. Organizational capacity in advancing women’s political participation

Duration: The grant will be implemented over the period (May -December 2026).

Submission procedure and deadline: All proposals both narrative and budget should be submitted in hard copies to the 16th Street, Sinkor office of NIMD no later than April 6, 2026 at 2pm.
