Purpose

The Regional Accountant will be responsible for supporting finance staff capacity building initiatives, Field levels accounting procedures, ensuring that appropriate financial control systems and accounting procedures are effectively implemented in the region in line with the AIM Programme and BRAC Liberia financial management guidelines. He or she will work in collaboration with the Country Office and the Regional Finance department team to ensure all systems within the region comply with the appropriate financial governance, accounting standards and organizational policies and procedures.

The position will report to the Head of Finance with dotted reporting to the Finance Manager at the Country Office in overseeing day-to-day implementation of the AIM Programme activities at all field offices, support to prepare spending plans, and financial reporting.

Key Responsibilities:

 

Operational activities

  • Manage accounting activities such as (but not limited to) general transaction postings, acquittal processes, monthly balance sheet and variance & expense reconciliations within expected timeframes and as per finance policies/accounting standards
  • Support AIM Programme financial reporting and budget analysis for all regions in collaboration with the AIM Programme Finance Manager.
  • Support Area Accountants in regards to operational budgets and financial performance.
  • Support Regional Managers and Area Accountants to ensure performance and adherence to posting expenditures according to approved budget codes
  • Supervise Area Accountants by conducting regular spot checks and provide financial support roles as required.
  • Proactively work with the Area Accountants and Country Office Finance Team to identify skill gaps and assist to support and develop skills within the regional team as required.
  • Maintain updated knowledge of and work within prequalified and other non-prequalified vendors / service providers offering services to AIM Programme participants.
  • In conjunction with Regional Managers and Area Accountants prepare quarterly work plans and budgets for the regional office.
  • As and when required, take an active role in procurement, vendors / service providers evaluation, and prequalification as shall be as required
  • Provide oversight or management of non-finance related activities e.g. Assets and inventory tracking in the regional / branch offices.

 

Strategic partnering activities

  • Actively participate in analyzing, preparing and reporting on budgets, spendings, field levels awarded contracts, and program expenditure in consultation with Regional Managers and the Area accountants.
  • Establish and maintain effective positive relationships with service providers in the region to enforce quality assurance in service delivery
  • Supporting Regional level leadership with activities and budget planning for various activities.
  • Supports the regional offices on the implementation and management of financial governance as well as record keeping procedures to ensure integrity and security of data.
  • Foster and maintain a commitment to service provision that meets all legislation and procedures.
  • Participate in the development and implementation of financial systems and processes to enforce compliance and accountability.

 

Safeguarding Responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same.

 

Training and Qualifications.

  • A chartered accountant: A professional certification in accounting/ auditing/ financial reporting will give an added advantage.

Academic Qualifications:

  • Bachelor of Science in Accounting or a related course.

 

Required Skills, Competencies & Knowledge:

  • Considerable knowledge and experience of accounting and reporting packages/systems such as SBI Cloud, oracle and any ERP system.
  • 6 years of professional experience.
  • Knowledge of and experience working within a funding/not-for-profit environment in a similar role
  • Demonstrated level of self-awareness and resilience and the ability to manage multiple demands and prioritize accordingly
  • Sound stakeholder management and the ability to build and maintain strong, credible relationships to proactively encourage Managers and other stakeholders to adhere to program (cost centre) budgets.
  • Ability to be self-directed and work autonomously.
  • Excellent interpersonal and communication skills, in written and verbal English
  • Demonstrated ability to meet deadlines with superior attention to detail and accuracy
  • Strong computer skills and use of the full suite of Microsoft office.
