Project Background

The USAID/Liberia Civil Society Activity aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to: strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi

stakeholder coalitions that build feedback loops among government, CSOs, and citizens. Objective 1 is focused on the formation of issue-based coalitions around three thematic windows. These coalitions will analyze the most critical issues that can lead to feasible reforms, co-create advocacy strategies, and translate them into improved policy formation and implementation. Under Objective 2 will employ citizen engagement strategies and policy dialogues integrate citizens’ concerns on the advocacy agendas, close feedback loops by disseminating results of their advocacy efforts to the broader community for continued dialogue. Activities under Objectives 3 and Objective 4 will ensure that coalition members’ achievements are sustainable by building their financial resilience and adaptive capacities and linking them to a pool of Liberian private sector service providers.

Purpose of the Position

The Regional Coordinator will support the execution of activities in Objective 1 and Objective 2. The role of Regional Coordinator include:

  • support the establishment of subnational coalitions comprising civil Society and community based organizations (CSOs/CBOs), citizens and other stakeholders with share priorities in health and education thematic issues;
  • support coalitions and their allies to identify and advocate for the promulgation and adoption of laws, policies, and regulations or the implementation and enforcement existing laws, policies and regulations that promote improvement in service delivery and quality outcomes in health and education;
  • collect, prepare and report data and other information on the activities of subnational coalitions and activities of other stakeholders that are of value to the functions of the subnational coalitions and the CSA program objectives;
  • support CSA technical team and other staff, CSA Core partners CENTAL, NAYMOTE and A-Lab, to cocreate and roll out programs for coalition members.
  • work with subnational coalition members and core partners to leverage the influence of traditional leaders to mobilize citizens and communicate the impact of their advocacy efforts; and
  • supervise, coordinate and report on the activities of field-based Community Mobilizers by ensuring that they liaise with coalition members, monitor their activities;
  • Monitor and report on advocacy and organizational capacity-building support provided by CSA subcontractors and service providers at the subnational level
  • Perform other project related tasks as assigned.

TASKS AND RESPONSIBILITIES

Support capacity-building activities of subnational CSOs/CBOs through their respective coalitions to:

* advocate for, and participate in, planning and decision making and about access and quality of service local government service delivery, particularly in health and education

* engage marginalized communities (including women and people living with disabilities) to overcome barriers to participate in local decision-making processes facilitate and/or support the development of linkages and dialogues between coalitions and local officials and the managers and providers of health and education services at the county, district and community levels;

Identify and support opportunities to enhance engagements between subnational coalitions and local government officials (county, district and city or town officials), structures for service delivery (county and district and health and education officers, school principals, health and education boards, etc.) around issues related to governance, accountability improvement in

Provide awareness among coalition members and local citizens about existing or new legislations, policies, regulations, and decisions that affect, or has the potential to affect, access to and quality of health and education, including availability of financial and other resources

Work with Monrovia-based CSA grants, monitoring evaluation and learning, operations and technical teams to:

o document and report on CSO grant activities

o provides technical input, delivering and managing logistics for trainings and other project events

o host and coordinate visits by USAID and CSA staff and project consultants REPORTING AND SUPERVISION

Reports to the Senior Policy Advisor

QUALIFICATIONS

  • Bachelor’s level degree in finance, business administration, public administration, economics, or others relevant field is required.
  • Three to five years of experience in Liberia in advocacy, development work, mobilization and capacity building at the subnational level; USAID Experience is a PLUS
  • Demonstrated understanding of decentralization and the deconcentration of service delivery in Liberia
  • Excellent communications and organizational skills
  • Good verbal and written communication skills in English, including report writing and facilitation
