STATEMENT OF WORK
Position Title: Regional Coordinator (RGC)
Location: Monrovia, Liberia
Number of Vacancies: 1 or more
Work Hours: Full Time; 44 hours per week; Typically Monday through Friday from 8:00 am to
5:00 pm, with flexibility to work additional hours or on weekends and holidays on an as-needed
basis.
About Peace Corps Liberia (PC/Liberia)
Peace Corps is an autonomous, international agency of the United States Government with
operations in nearly 70 countries. It operates in Liberia by the invitation of the Government of
Liberia. Peace Corps/ Liberia has memorandum of understanding with the Ministry of Education
that outlines broad areas of agreement of cooperation regarding the work of Peace Corps
Volunteers (Volunteers) in Liberia. Volunteers are assigned to government and non-government
agencies and organizations, community based organizations, universities, colleges and schools
who partner to enable Volunteers to provide capacity building in math and science education.
Volunteers also aim to build cultural understanding between Americans and Liberians.
Basic Functions of Position
The primary responsibility of the PC/Liberia RGC is to serve as a member of the Programming
and Training (P&T) team that supports 80-100 Volunteers in the areas of: programming, training,
monitoring & evaluation, communications and various Volunteer support issues that may arise.
The RGC will represent PC/ Liberia with governmental officials and representatives of nongovernmental and host country organizations. The RGC will also support all P&T related
activities for the Education Project with direct support and supervision from the Education
Program Manager (ED PM).
MAJOR DUTIES AND RESPONSIBILITITES
Functional Area #1 – Project and Volunteer Support (65%)
 Site Identification- Identify appropriate work sites for Peace Corps Volunteer placement with
the ED PM and other Regional Coordinators. In doing this, the RGC ensures that such sites
meet the criteria Peace Corps has for work place accommodation, housing and other specific
safety and security standards as identified in the Peace Corps/Liberia Site Identification
Handbook.
 Site Visits – In collaboration with P&T staff, Peace Corps Medical Officers (PCMO), and
Safety & Security Manager (SSM), the RGC will conduct routine site visits to review technical
activities and ensure that appropriate supervision, guidance, and support are provided by the
host country agency/community.
 Volunteer Support – Working with the ED PM, provide technical guidance and administrative
support to Volunteers through phone calls, e-mails or during appointments in the office
 Administrative Support – Conduct administrative and office work corresponding to the
Education Project and Volunteers as assigned.
Functional Area #2 – Volunteer Training (20%)
 Co-plans and conducts training activities and events during 11-week pre-service training
(PST)
 Assist P&T team in ongoing review and revision of the program training design
 Participate in periodic assessments of trainees during PST
 Assist trainers and trainees in ensuring completion of all training assignments
 Contribute to final training report identifying strengths and growth areas for future trainings
 Assist P&T team to develop in-service trainings (IST), and national/regional workshops
Functional Area #3 – Volunteer Safety and Security (5%)
 Per Peace Corps Manual Section (MS) 270, all members of the Peace Corps staff must be
familiar with the Emergency Action Plan, their responsibilities in the event of an emergency,
and with the procedures for reporting and responding to safety and security incidents.
 Addresses safety and security proactively by ensuring appropriate assignments for
Volunteers and adhering to Peace Corps site development policies and procedures. Identifies
and immediately communicates Volunteer safety and security concerns or issues to the
Safety and Security Manager (SSM) and the CD. Ensures prospective sites meet established
programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment
with an organization that shows real interest in working with a Volunteer, etc.). Reviews and
references site history files when evaluating potential sites. Incorporates appropriate sitespecific safety and security-related information into site history files. Ensures designated host
country counterparts participate in counterpart orientation/training and are prepared to work
with and support Volunteers, including their role in Volunteer safety and security. Maintains
communication with each Volunteer and solicits periodic feedback, including information
about Volunteer safety and security. Maintains a calendar of Volunteer site visits, and
completes appropriate number of site visits to assess Volunteer progress, safety and
security, and to provide technical guidance and moral support. Monitors Volunteer
compliance with Peace Corps policies, especially related to safety and security, and initiates
corrective action as necessary. Participates in the design and implementation of the
Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and
supportive of Peace Corps safety and security policies and procedures, including the timely
reporting of suspicious incidents, persons or articles.
Functional Area #4 – Other Related Activities (10%)
 Develop recommendations for the Education sector project framework
 Provide ongoing revisions to the Volunteer Assignment Description and Welcome Book
 Assist in developing quarterly summary reports of Volunteer activities to share with
Volunteers and counterparts including Volunteer newsletters and social media initiatives.
 Periodically serves as post duty officer responsible for weekend and after-hour emergencies
 Attend all relevant meetings including: staff retreats, P&T, Operations and Volunteer support
 Grants and IRC management responsibilities will be shared and/or individually assigned to
the Programming and Training team as determined by the DPT.
Accepts additional responsibilities as needed that contribute to the achievement of Peace
Corps/ Liberia’s goals and objectives.
POSITION ELEMENTS:
Supervision Received: The RGC reports to the Education Program Manager
Available Guidelines: Program, Training and Evaluation (PTE) Guidance, PC/Liberia Project
Plans, Focus In/Train Up Programming Resources and Global Core and Sector Training
Packages, The Integrated Planning and Budget Systems, Peace Corps Manual, PC/Liberia
Volunteer Handbook, PC/Liberia Staff Handbook and PC/Liberia Volunteer Health Manual.
Travel: The RGC will primarily be stationed at the PC/ Liberia main office in Monrovia with
regular travel to locations throughout Liberia for training events. The majority of travel will take
place to Volunteers’ sites in several counties of Liberia. The RGC should expect to travel
throughout Liberia visiting Volunteers about 40% of the year. Travel may be concentrated during
specific times of the year based on the needs of the post. International travel may be occasional.
Exercise of Judgment: The RGC generally functions independently for routine work assignments
and exercises judgment to prioritize and accomplish work; Seeks guidance from direct supervisor
for non-routine work; Seeks approval from CD before releasing all official materials.
Authority to Make Commitments: The RGC is authorized to make commitments for PC/ Liberia
in-line with established policies and program criteria, as specific to the position. Budget and
financial commitments require the approval of the CD, DMO, and DPT.
Nature, Level, and Purpose of Contacts: The primary contacts outside of the P&T team are with
Peace Corps program and administrative staff in the Monrovia office. The incumbent also has
contacts at all levels within the host agencies and other local government and private agencies
involved either with PC programs or as resources for PC training.
Time Required to Perform Full Range of Duties: The time required for a qualified individual
without experience in Peace Corps to perform fully and adequately duties of this position is one
year.
REQUIRED QUALIFICATIONS
Education: University degree, equivalent to a Bachelor’s Degree, in education or health-related
field.
Prior Work Experience: Three (3) years of professional experience in the education or healthrelated field; preferred candidate with experience mentoring others, facilitation experience, and
experience with international NGOs or government organizations.
Language Proficiency: Proficiency in English (written and spoken)
Knowledge, Skills, and Attitudes: Competence in using the Internet, Microsoft Word, Excel, and
Microsoft Outlook; Ability to operate general office equipment such as: copiers, printers,
computers, cell phone, satellite phone; Strong sense of integrity; Attention to detail and ability to
remain calm under pressure is essential; Organized, flexible and proactive; Ability to work
independently; Ability to travel occasionally, both locally and internationally; Ability to work
Monday through Friday with evening and weekend hours when necessary.
DESIRED QUALIFICATIONS
Education: Advanced degree, equivalent to Masters Degree or more, in Education or healthrelated field.
Prior Work Experience: Classroom teaching experience with five (5) years of professional
experience in the education field or five (5) years of profession experience in the health field;
Experience working with Americans and/or international organizations.
Knowledge, Skills, and Attitudes: Trainer of Trainers and adult training experience; Working
knowledge of United States Government procedures and policies.
The Contractor is subject to worldwide availability and may be requested by the Peace Corps to
be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform
temporary duties (TDY) as required and to travel to other assignments within Peace Corps’ as
assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor.
The Statement of Work as defined will remain the same; however the duties may be subject to
change as determined by the Contracting Officer.
To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle
(GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and
only operate it for official business purposes as defined in 31 USC 1334. Contractor is encouraged
to refrain from texting or from engaging in any behavior that distracts attention from driving safely
at any time. Except in an emergency situation, Contractor shall not text message (i) when driving
a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business;
or (iii) while using electronic equipment supplied by the government while driving any vehicle (even
during off-duty hours).
