Job Summary:
You will assist Country Programs’ (CPs) efforts in workforce planning, recruitment, performance management, talent development, compensation and benefits management, and orientation/onboarding in support of high-quality programs serving the poor and vulnerable. You will work with managers and HR staff to support HR management capacity throughout the region in alignment with the agency’s objectives around Respect, Equity, Diversity, Inclusion (REDI).
Roles and Key Responsibilities:
- Provide professional HR advice and coaching to managers, staff, and partners on daily HR issues, especially in regard to recruitment, performance management, and employee relations. Support CPs’ Senior Management Teams, project leads, and CP HR leads in job design, JDs development and job mapping.
- Support the Regional People Officer in managing employee relations processes; providing practical support as necessary to CP leadership in all areas of employee relations including effective staff management, to include disciplinary action, conflict resolution, performance, and separations
- Support country programs to effectively manage talent and supervise. Lead regional performance management activities including tracking performance plans and assessments.
- Lead training and professional development needs assessment and analysis and ensure the provision of focused and precise development programs for CRS staff.
- Provides support to existing WARO Development Programs such as Junior Professionals Program, Female Mentoring Program, Strengthen, Advance and Inspire Leaders (SAIL) Program
- In liaison with Global People Resources (GPR), coordinate and facilitate regional new staff Orientation Program.
- Ensure staff retention strategies reflect competitive and equitable compensation and benefits and a work environment that fosters staff engagement, empowerment through proper supervision, and personal and professional growth.
- Deploy to regional country programs to support / manage HR processes and activities to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
- Monitor the culture to ensure staff actions reflect CRS guiding principles and are consistent with the agency’s objectives around Respect, Equity, Diversity, Inclusion (REDI), so that ultimately, rights and responsibilities of all staff are valued.
- Support and contribute to ensuring adherence and accountability to Safeguarding policies and initiatives
- Support record keeping through personnel files and/or our internal HRIS (Insight) that adheres to required CRS, donor, and local law regulations. As needed provide analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development. Support in Insight data collection and training.
- Support WARO CPs in HR policy reviews by ensuring they use approved templates, follow global and regional guidelines and in liaison with ICT teams maintain an updated online manual for each CP. Actively participate in CPs policy reviews and support global policies roll out activities.
- Support CPs review of staff insurance coverage including medical cover and ensure it in line with CRS global guidelines and market data.
Basic Qualifications
- Bachelor’s degree in Human Resources Management or Business Administration required. Master’s degree in HR Management, Business Administration or Organizational Development preferred.
- Minimum of five years’ work experience in HR, preferably with an International or local NGO, with at least three of these years managing an HR function and strong knowledge of HR best practices and standards.
Required Languages – Proficiency in English and French required. Fluency preferred.
Travel – Must be willing and able to travel up to 25%.

Preferred Qualifications
- Additional education may substitute for some experience.
- Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law.
- Strong experience in presenting, facilitating, and coaching on HR topics.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
