Introduction/Background

The Girls’ Education Dashboard was developed to track and visualize education-related data for girls. Education Out Loud, the Global Partnership for Education’s (GPE) fund for advocacy and social accountability, supports more robust civic engagement to transform education systems in GPE partner countries. Education Out Loud strengthens civil society organizations to mobilize citizens and affect policy change in the education sector. It also helps make advocacy more effective globally, nationally, and nationally, promoting transparency efforts around education policies and practices. In Liberia, the Educate HER Coalition led by HOPE implements the OC2 through the Educate HER: Promoting Gender Equity and Equality in Education Project.

This Call for Application outlines the objectives, and deliverables for the evaluation of the existing Girls’ Education Dashboard and integrating new features such as Power BI, and population it with new data. The primary aim is to enhance its effectiveness in providing actionable data to support decision-making processes related to girls’ education.

Project Description

The EducateHER project aims to contribute to the effective implementation of the National Policy on Girls’ Education in all 15 Counties in Liberia by 2023 through two specific objectives: increased education sector budget to promote gender equity in education in Liberia and education stakeholders’ capacity and coordination enhanced for the effective implementation and monitoring of the NPGE. The three-year project ends in December 2023. HOPE seeks to conduct an end of project review to assess the project results and impact while learning to adapt and inform the next phase of the project implementation.

Specific Objective

Assess the current functionality and performance of the Girls’ Education Dashboard. Evaluate the integration of Power BI and its effectiveness in visualizing data. Identify areas for improvement in data presentation, accessibility, and user engagement. Upload current data onto the dashboard

Analyze user engagement metrics and feedback on dashboard usage.

Compile findings and recommendations based on the evaluation.

Integrate other features such as Power BI or other data visualization tools.

An evaluation report summarizing findings, insights, and recommendations.

To ensure the dashboard meets the needs of decision-makers and the public A proposed action plan for improvements based on user feedback and technical assessment.

Consultant Deliverables:

  • An evaluation report summarizing findings, insights, and recommendations. A presentation of key findings to stakeholders.
  • Integrate other features such as Power BI or other data visualization tools. A proposed action plan for improvements based on user feedback and technical assessment.

Required Experience & Skills:

  • Minimum six years’ experience in designing, implementing, managing database. Experience in analyzing data sets and understanding key metrics relevant to the dashboard’s purpose.
  • Ability to identify trends, correlations, and insights that can be visualized.
  • Familiarity with frontend development technologies (HTML, CSS, JavaScript). Experience with backend development to manage data flow (Node.js, Python, Ruby, Java, etc.). Skills in writing queries to fetch and manipulate data for the dashboard.
  • Understanding of various data visualization tools and libraries (D3.js, Chart.js, Tableau, Power BI, etc.).
  • Experience in creating engaging and informative visual representations of data. Experience in consuming and integrating APIs to gather data dynamically from various sources. Ability to interpret complex data and present it in a clear and concise manner. Skills in selecting the right type of visualization for different data types and use cases.
