IMPROVED ACCESS TO SAFE DRINKING WATER IN LIBERIA ACTIVITY

Request for Expression of InterestforArchitectural and Engineering Services

The USAID Improved Access to Safe Drinking Water in Liberia Activity (the Activity), implemented by Winrock International and its partners WaterAid and FEI Consulting, is pleased to invite interested organizations to submit an Expression of Interest (EOI) to provide Architectural and Engineering (A-E) services. Qualified organizations can bid to provide architectural and engineering services in the development and execution of rural water service delivery models in Margibi and Rural Montserrado. In compliance with FAR sub part 36, Winrock International seeks to select an Architectural and Engineering Firm (A-E Firm) through Qualifications Based Selection (QBS). Winrock plans to award the contract to an A-E firm(s) permitted by law to practice the professions of architecture or engineering in Liberia. Successful A-E Firm(s) will be contracted using Indefinite Deliverables Indefinite Quantity (IDIQ) Contracts mechanism.

With this Request for Expression of Interest, Winrock seeks to build a shortlist of A-E firms that are eligible to implement A-E services, pursuant to the Scope of Work that will be provided to the short-listed bidders as part of the Request for Proposal (RFP). If selected using the evaluation criteria described below, applicants will be eligible to submit full proposals including financial proposals and compete to provide the A-E services. This part of the Request for Expressions of Interest provides additional information that will allow bidders to understand the nature of the scope and submit their expression of interest in the appropriate format.
