  1. Background and Context

The Elections Coordinating Committee (ECC), established in 2010, is Liberia’s largest domestic election observation network. As a coalition, the ECC comprises of seven Civil Society Organizations (CSOs) that have transitioned legally to become the ECC board of Directors and owners’ councils. Since its establishment the ECC have observed all key presidential and by elections and has made significant contributions to advocating for electoral reforms in Liberia.

 

  1. Activity Background

The “Liberia Independent Domestic Election Observation (LIDEO)” activity is a USAID funded activity implemented by the Elections Coordinating Committee to enhance voter confidence in electoral processes and results, to the extent warranted, and mitigating electoral violence and tension, through evidence-based, responsive election observation to the public. LIDEO supported ECC during the 2023 election process and is currently through the post-electoral period in conducting advocacy activities for electoral reforms.

The Elections Coordinating Committee (ECC) is Liberia’s premier civil society platform dedicated to promoting democratic governance, electoral integrity, and legal reforms. In pursuit of its mission, ECC has proposed several laws for reform aimed at improving Liberia’s electoral processes, transparency, and accountability.

To ensure the public is informed about these proposed reforms, ECC seeks to develop a public awareness campaign through the use of radio jingles. These jingles will be broadcast at both the local and national levels to reach a wide audience across Liberia, in both standard English and the local vernaculars of Kpelle and Bassa. The objective is to educate citizens on the proposed reforms and encourage public participation in the democratic process.

  1. Purpose of the RFP

ECC is soliciting proposals from qualified media production agencies, communication firms, or creative professionals to develop and produce radio jingles that promote the ECC-proposed laws for reform. The jingles should be informative, a call to action and tailored to the linguistic and cultural context of the audience. This includes producing versions in standard English, Kpelle, and Bassa, to ensure accessibility across the country.

  1. Scope of Work

The selected contractor will be responsible for:

  • Script Development:
    Develop scripts for the jingles that effectively communicate the importance of the ECC-proposed reforms in simple, clear language. There will be four versions of each script:

    • Standard English
    • Local Liberian English
    • Kpelle
    • Bassa

The scripts should reflect the local realities and concerns of Liberians, emphasizing the positive impacts of the proposed reforms on their day-to-day lives.

  • Jingle Production:
    Produce four sets of jingles, with each set corresponding to one of the four languages (Standard English, local English, Kpelle, and Bassa). Each jingle should be between 60 to 90 seconds in duration, with appropriate music, sound effects, and professional voiceover talent to ensure the message resonates with diverse audiences.
  • Language and Cultural Adaptation:
    Ensure that the Kpelle and Bassa jingles are not merely direct translations of the English version but are culturally adapted to fit the linguistic and societal norms of the Kpelle and Bassa-speaking communities. This should include the use of idioms, expressions, and storytelling techniques that are familiar and relatable to these communities.
  • Coordination and Feedback:
    Work closely with ECC and relevant stakeholders to ensure that the message aligns with the objectives of the legal reforms and is approved for content, accuracy, and tone. Revisions may be required based on feedback.
  • Delivery and Distribution:
    The final jingles should be delivered in high-quality audio formats (WAV, MP3) and ready for broadcast on radio stations at both national and local levels. ECC may provide additional guidance on which stations and platforms to target.
  1. Deliverables

The contractor is expected to deliver:

  1. Four finalized jingle scripts (Standard English, Local English Kpelle, and Bassa) for approval.
  2. Four fully produced jingles (one in each language: Standard English, Local English, Kpelle, and Bassa) of 60–90 seconds each.
  3. Audio files in WAV and MP3 formats.
  4. A brief report on the production process, including challenges, adaptations made for cultural relevance, and any other insights.

  1. Proposal Submission Requirements

Interested firms or individuals are requested to submit a proposal that includes the following:

  • Technical Proposal:
    • A clear understanding of the scope of work.
    • Approach and methodology for script development, language adaptation, and jingle production.
    • Work plan and timeline for completing the project.
    • Samples of similar past work, especially in local vernaculars (if available).
  • Financial Proposal:
    • A detailed budget breakdown for script development, production, and delivery of jingles.
    • Any other costs associated with the activity.
  • Company Profile or Individual CVs:
    • Experience in media production, especially in the context of public awareness campaigns in Liberia or similar settings.
    • Specific experience with producing content in Kpelle and Bassa is a strong advantage.
  • References:
    • At least two references from previous clients for similar work.
  1. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Technical Soundness (40%): Quality of the proposed methodology and approach to the project, including language and cultural adaptation.
  • Experience (30%): Proven track record in producing high-quality audio content, particularly in local languages.
  • Cost (20%): Cost-effectiveness of the proposed budget in relation to the scope of work.
  • Timeline (10%): Ability to meet the project deadlines.
