PREVAIL Liberia IDIQ and Warm Base Task Order

Title: Request for Proposal (RFP) for Sealing Up Powerhouse at JFK Hospital Compound.

Project objective: The goal of the project is to seal up the existing JFK powerhouse and reinstall. long-span zinc and repair all cracked walls around the powerhouse to prevent the two 250-KVA Generators from sea moisture and rainwater.

Background:

The Mitchell Group, Inc. (hereinafter “TMG”), a corporation incorporated under the laws of the State of Washington, DC, United States of America, implementing the Partnership for Research on Vaccines and Infectious Diseases in Liberia (PREVAIL) with offices at A.M. Dogliotti College of Medicine Campus, Oldest Congo Town, Monrovia, Liberia, is seeking to hire a qualified construction firm to seal up the existing powerhouse and reinstall available long-span zinc and repair all cracked walls around the powerhouse at the John Kennedy Memorial Center on 22nd street, Sinkor, Monrovia, Liberia.

The scope of work (SOW) for the RFP are listed below:

  • Raise existing walls on the north and west sides of the powerhouse building to the level of the beam.
  • Apply anti-rust coating.
  • Construct 6’’ x 9’’ lintel beam over main entrance door and increase existing width and height of door to allow access to forklift.
  • Plaster new walls.
  • Paint the entire generator powerhouse.
  • Assess the powerhouse including connecting bathrooms or space and repair all cracks around the powerhouse.
  • Provide labor for the installation of the new long-span roofing sheets (zinc) on the metal roof.
  • Manufacture and install double metal doors for the powerhouse.
  • Extend the gable end toward the northern part of the powerhouse to prevent rainwater from entering the powerhouse.
  • Provide schematic of the powerhouse based on the construction requirements listed in the SOW.
  • Provide technical recommendations to prevent sea moisture and rainwater from entering the powerhouse.
  • Provide technical recommendations to create ventilation for the generators based on the enhancements proposed above.

  • Valid Business Registration.
  • Valid Tax Clearance.
  • Valid article of incorporation.
  • Present Bank guarantee or Performance Bond
  • Any other documents/licensure related to your line of business.

Interested firms must submit the following documents to constitute its technical abilities: Evaluation Criteria:

Proposals that will meet the eligibility requirements details above shall be considered for evaluation. Before concluding on the eligibility requirements, TMG may contact offerors to seek clarification on proposals submission that are insufficient. Responsive bidder may be contacted to answer questions, negotiate, and discuss offers, and potentially be asked to submit a “Best and Final Offer”.

TMG intends to evaluate offerors in accordance with the following criteria:

  1. Technical Management Approach (page limitation is 2 pages, 30 points Bidders must submit a technical/management plan on how they will implement the Sealing of the Powerhouse. The approach will describe the technical approach, including availability of qualified workforce and ability to travel to the project sites.
  2. Personal Capability (page limitation is 3 pages, 15 points

The personnel section should present the staff and consultant qualifications of the firm and should be presented using the format below.

  1. Past Performance and References (page limitation 2 pages, points possible 40)

The proposal should provide a detailed account of the construction company’s track record in implementing similar activities to those outlined in this RFP. The information should include any major projects and all relevant awards performed within the last three years that are similar in size, scope and objectives. At a minimum the list should include for each reference award:

(a) The name of the contracting or awarding organization,

(b) The activity title, including location

(c) A brief description of the activity

(d) The period of performance, (start and completion dates)

(e) The award amount (contract budget), and amount of any Amendments or Change Orders, 1. (f) The name and contact information of the responsible person in the contracting or awarding organization

  1. Proposed Budget/Bill of Quantity (2 pages, points possible 15)

The bidder shall submit a Cost Proposal which must be separated from the Technical Proposal. The budget will be used to evaluate cost reasonableness only. Payments will be made based on specified deliverables.

Assessment/site visit:

Response to this RFP must be submitted electronically to the following emails address: procurement@tmg-liberia.com either in Word, Excel or PDF format.

Deadline for submission:

Your proposal must be received no later than Friday, February 5, 2024, at 5:00 PM Local Time

TMG TERMS & CONDITIONS

  • TMG reserves the right to terminate the RFP and decline making any selections following the announcement.
  • Issuance of the RFP does not constitute an award commitment by TMG. • TMG reserves the right to disqualify any Offeror based on the failure of the offeror to follow solicitation instructions.
  • TMG will not compensate any offeror for responding to this RFP.

  • TMG reserves the right to issue award based on initial evaluation of offers without further discussion.
  • TMG may choose to award only part of the activities in the RFP scope of work, or issue multiple awards based on the RFP.
