Background
Evidence Action aims to be a world leader in scaling evidence-based and cost-effective programs to reduce the burden of poverty for hundreds of millions of people in the poorest places. Our two flagship at-scale programs, Deworm the World and Dispensers for Safe Water , reached over 200 million people this year. Two of our programs – Deworm the World, and Dispensers for Safe Water – have been named ‘Top’ or ‘Standout’ charities by GiveWell in 2017, with Deworm the World being named a Top Charity for the 5th year in a row.
Our current flagship programs include:
- Dispensers for Safe Water is an entrepreneurial program scaling the chlorine dispenser system – a proven innovation that dramatically expands access to water treatment at an extremely low cost.
- Deworm the World Initiative actively supports the scale-up of school-based deworming programs worldwide to improve children’s health, education, and long-term development.
As part of our strategic intent, we are expanding our services to Liberia with the launch of our Maternal Syphilis program in partnership with the Liberian government. We are seeking an experienced and dynamic consultant to support the set up of an Office in Liberia in line with our strategic plan.
Objective
- Advisory on Liberia statutory requirements for employers stipulated in existing Labor and employment laws.
- Review the existing HR policies including labor laws and practices in Liberia and advice Evidence action accordingly.
- Develop a road map that will lead to creation of a functioning and operational HR function in Liberia.
- Develop a roadmap on conversion of consultant/outsource to a PEO contracts to full time Evidence Action employees.
Scope of Work
- The areas of jurisdiction for this Assignment is Liberia.
- The assignment must be completed within 3 months.
- Assessment of statutory requirements for setting up an office and hiring staff in Liberia.
Expected outputs
The assignment will have the following deliverables:
- Detailed work plan for the assignment
- Guidance of Liberia Labor Statues – summary of applicable laws
- Roadmap on conversion of consultant /PEO contracts to full time Evidence Action employees
- Sample Employment Contract/Offer Letter
- Review of existing HR policy to ensure compliance, completeness and inclusion of all applicable Liberian employment laws/requirements.
- Best practice on benefits administration in the INGO sector in Liberia
- Salary survey/data of like organizations – existence of salary data from previous surveys will be an added advantage
Timeframe
A maximum of 90 days is expected. The assignment will tentatively start on April 15 2021 and end on June 30th 2021.
Working relationship and contractual arrangements
- The consultants will work under the overall supervision of the Africa Human Resources Manager
- The consultants are under the obligation of confidentiality; information, data, databases, knowledge resources in the forms of briefings, reports, proceedings, articles, essays, etc. issued by and Evidence Action’s property and require permission for use and disclosure.
Qualifications and requirements
- A Master’s degree in Human Resources Management, Labor Law, Business Administration, Psychology or related fields;
- Minimum of 10 years of work experience in Human Resources Management and/or Development specifically in Liberia
- Experience or exposure to International Non-governmental organization required
- Strong analytical skills, including legal analysis;
- Excellent command of spoken and written English.
