The audit exercise will be conducted with the finance team of Tearfund Liberia notably the Finance Manager

Background to the work/situation/strategy

This exercise will be carried out at the Tearfund office located in the ELWA compound, RIA highway, Paynesville, Montserrado County, Republic of Liberia.

This audit exercise will focus on reviewing the appropriateness of the accounting procedures and records of the 2022/2023 financial year (April 1, 2022 to 31 March 2023). The exercise shall be performed in accordance with the generally accepted accounting principles and will be required to examine the books and records kept by Tearfund, whether or not they show a true and fair view of Tearfund’s operations.The strategy shall include vouching of records, examination of books and records, circularisation and substantive procedures among others to ensure correct, reliable and appropriate opinions.

Purpose

The aim of the assignment

The aim of the assignment is to express an opinion on the financial statements of Tearfund Liberia as to whether they show a true and fair view of Tearfund’s operations

Specific objectives

The specific objectives of the exercise are:

1.To examine the books and records of the Country Office and

  1. To express an opinion on the truth and fairness of the financial statements Methodology

The methodology to employ should:

  • Include Interviews, circularization, vouching and examination of records etc
  • Outline how interviews and tests for transactions should be conducted to determine the financial records adequacies and appropriateness
  • Examine and/or inspect evidence to ensure that controls have been consistently performed and properly documented.
  • Determine whether an internal control framework is in place to ascertain the efficient use of resources at the organization

Suitability

This refers to the skills, experience, and qualifications required for the assignment.

  • The auditing firm should be preferably based in Liberia and possess a valid license to operate legally in Liberia
  • The auditing firm must have at least five(5) years of experience in successfully conducting financial & compliance audits for international non-governmental, non for profit making organizations.
  • The firm should also have vast experience and understanding in conducting statutory and internal audits and be familiar with all requirements associated with conducting statutory audits
  • The audit staff must be experienced and qualified from recognized professional bodies. The audit manager must be a member of one of the professional bodies in Liberia or overseas and is allowed to carry on such tasks in Liberia.

Scheduling

The audit is expected to take place over a period of one(1) month and it is expected to commence the 13th of March through the 12th of April, 2023. The details of activities expected to be executed by the auditing firm with supporting timelines should be specified in the response to this quotation.
