ANNEX 1: SCHEDULE OF REQUIREMENTS

The following shall constitute the Quotation Documents to be submitted by the Service Provider:
Award of Contract:
The Service Provider that has submitted the lowest evaluated Price, substantially responsive to the requirements of this General Instruction and who has been determined to be qualified to perform the contract shall be selected and awarded the contract.
IOM shall notify the selected Service Provider through a Notice of Award. IOM shall also notify in writing, the other Service Providers who were not selected without disclosing the reason for rejection.
In 2023, Liberia held general elections, resulting in the election of the President, H.E. Joseph N. Boakai, Sr., which marked a continued commitment to democratic governance and inclusive development. The political transition is expected to shape Liberia’s development trajectory, with the new administration’s launch of the ARREST Agenda for Inclusive Development (AAID) on January 15, 2025. The AAID, Liberia’s National Development Plan for 2025-2029, is anticipated to guide Liberia’s development agenda for the coming years aligning with the SDGs and focusing on six pillars: Economic Transformation, Infrastructural Development, Rule of Law, Governance and Anti-Corruption, Environmental Sustainability, and Human Capital Development. These priorities set the foundation for diaspora engagement to play a pivotal role in supporting national development objectives.
The Government of Liberia (GoL) acknowledges the potential contributions of its diaspora to the country’s socioeconomic growth and the realization of the Liberia National Development Plan and the UN Sustainable Development Goals (SDGs). Diaspora engagement is increasingly recognized as a key lever for development, with remittances frequently surpassing Official Development Assistance (ODA) as a major external financial flow. The strategic engagement of the Liberian diaspora offers opportunities to enhance financing for development goals, strengthen the economy, and foster skills and knowledge transfer.
Recognizing the potential of its diaspora, the Government of Liberia has embarked on initiatives such as the Annual National Diaspora Dialogue,1 aimed at fostering a collective approach to national development. However, diaspora engagement remains relatively untapped, with remittance inflows constituting a considerable2 yet under-leveraged financial resource for investment in Liberia. To address this, the

Government of Liberia in collaboration with the International Organization for Migration (IOM), aims to identify key challenges and develop actionable pathways to enhance diaspora contributions. This study is conducted under the Streamlining Diaspora Engagement to Catalyze Private Investments and Entrepreneurship for Enhanced Resilience (SDE4R) project, which is funded by the African Development Bank (AfDB). The study will provide a comprehensive analysis of diaspora engagement, assessing both existing and potential investment mechanisms aligned with Liberia’s evolving development priorities.
To deliver a detailed understanding of diaspora engagement challenges and opportunities, particularly in terms of financial and investment mechanisms, and to recommend feasible investment vehicles and engagement strategies for Liberia’s diaspora.
The Service Provider will conduct an in-depth context analysis and roadmap development, including the following elements:
Context Analysis:
Mapping of Key Stakeholders: Identify relevant government entities, diaspora organizations, beneficiary entrepreneurs or other beneficiary groups, financial intermediaries and financial service providers, and other stakeholders engaged in diaspora engagement, and specifically financing and investment.
Analysis of Diaspora Flows: Study the trends in diaspora investments, remittances, and philanthropic flows to Liberia.
Comparative Research on Diaspora Investment Vehicles: conduct a comparative analysis of investment vehicles utilized by the Liberian diaspora versus those employed by other countries to attract diaspora investments in their respective home countries. Examples include diaspora investment bonds, investment clubs, private equity/venture capital funds, diaspora trusts, mutual funds for portfolio investment, donations, and lending platforms. The analysis should identify the sectors these vehicles are used in, their beneficiary target groups, whether they are regulated by policy, and associated risks.
Identifying Promising Investment Vehicles: based on the analysis, identify 2-3 of the most promising diaspora investment vehicles for Liberia, focusing on their potential to mobilize diaspora investments effectively ensuring gender-responsiveness, conflict sensitivity and climate resilience.
Drafting a Roadmap: develop a detailed roadmap outlining step-by-step actions and reforms needed to enhance diaspora engagement and channel more diaspora investments toward national priorities and the Sustainable Development Goals (SDGs). This roadmap should:

The Service Provider will report to the Diaspora Engagement Taskforce (DETF). The Service provider will be responsible for coordinating the review and validation of the report with relevant stakeholders from the Technical Working Group (TWG). IOM will manage the contractual agreement with the Service Provider.
The Service Provider is required to submit prompt fortnightly reports, including annexed evidence of raw data collection and drafts of documents showing progress, to the DETF throughout the contract period. The Service Provider must maintain close communication with DETF during the contract period to ensure continuous monitoring of the work and to receive quality support.
