As part of the implementation of its “Meeting Target and Maintaining Epidemic Control (EpiC) funded by USAID as part of the U.S President’s Emergency Plan for AIDS Relief (PEPFAR), FHI 360 is seeking the services of a Consultant/Radio Producer to identify 9 radio stations capable of airing of radio jingles in four counties (2 in Margibi, 2 in Grand Bassa, 2 in Nimba and 3 in Montserrado as stated below.

Description of goods/service

FHI 360 is seeking the services of a Consultant/Radio Producer who will identify 9 radiostations to play series of radio jingles (under 2 minutes each) recorded in four local dialectsand simple Liberian English. The audio messages/jingles will promote the following behaviors: Getting an HIV Test, Enroll in PrEP, Stigma & Discrimination and Enroll in careand adhering to treatment.

It is expected that the messages/jingles will be played 2-3 times daily fromMonday-Fridayon9radiostations in the four counties (3 radio stations in Montserrado, 2 radio stations each in Margibi, GrandBassa and Nimba).

Scope of Work

The Consultant/ Radio Producer is expected to provide the following services.

1. Participate in coordination meetings
2. Meet with FHI 360 to review the scope of work and ensure clarity of roles andexpectations.
3. Participate in planning meetings with radio station producers and on-air presenters to better understand their technical needs and approaches, asneeded
4. Facilitate following the meetings above, a signed agreement betweentheradio stations and EpiC on the airing of the messages/jingles.
5. Air Audio scripts
6. Identify radio stations in Montserrado, Grand Bassa, Margibi and NimbaCounties to air radio jingles in simple English and four local dialects (Kpelleh, Bassa, Gio and Mano). 2-3 times daily from Monday-Friday weekly
7. The radio station will be responsible for all high-quality equipment to carryout the airing of messages. FHI 360 will not be responsible for any procurement, hiring or leasing of any equipment to produce pre-recorded content.
8. The consultant will develop monitoring template to ensure that messages/jinglesarebeing air and listen to in the respective localities.

4. Stations should have a widespread coverage within the specified counties b. Stations should have active listenership during peak hours to ensure maximumreach
5. State the total cost for identifying and securing airtime for our jingles on 9radiostations in the targeted counties

Basis for Award of Contact or Purchase Order –The quotations will be evaluatedbasedonthefollowing criteria:

∙ Cost or Price – 20%

∙ Quality of goods/service- 30%

∙ Capacity to supply goods/service– 30% ∙ Delivery Time – 10%

∙ Responsiveness of the quotation in meeting required specifications – 10%

Purchase Order Terms:

∙ This purchase order (PO) is subject to all the terms and conditions set forth360POTerms “supplier’s delivery of products, the performance of services or issuance of invoices in connection with this purchase order establishes Supplier’s agreement to the terms. The Terms may be modified only in writing and signed by both parties.

∙ Termination: FHI 360 has the right to terminate the contract at any time ∙ This contract shall not be subcontracted to a 3rd Party.
