Regional Resource Governance and Supply Chains Project
The countries of the Mano River Union (MRU) – Côte d’Ivoire, Guinea, Liberia, and Sierra Leone – have
significant deposits of mineral resources, including iron ore, gold, and diamonds, but also critical raw
materials such as bauxite and tantalum, which are becoming increasingly important for the global
energy and mobility transition and digitalization. They can thus be a strategic partner for raw material
security in Europe while reducing their unilateral dependence.
The project “Regional Resource Governance and supply chains in West Africa (REGO)” has been
present since 2009 in Sierra Leone and Liberia and has been extended in October 2015 to Guinea and
Côte d’Ivoire. The project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit
GmbH (GIZ) and funded by the German Federal Ministry for Economic Cooperation and Development
(BMZ) and the European Union.
The project has entered a new phase (2026-2027). The aim is to support government, civil society, and
private sector actors to work with international partners to develop responsible commodity supply chains
in terms of sustainability standards and contributions to local value creation.
This will be done through support structures along the flowing objectives:

The present position will support all ReGO activities in Liberia with possibility to work on some regional
or cross-country activities. It will be based in Monrovia.
The position comprises the following:
The Resource Governance Project Manager
▪ Strategically plans, coordinates and oversees implementation of al measure in the fields of
action of the Project in Liberia.
▪ Takes responsibility for and independently executes work packages within the area of
responsibility.
▪ Takes responsibility for the budget and annual budget management within the area of
responsibility
▪ Plans, allocates and monitors the budget of activities assigned to him/her
▪ Authorizes, approves and controls expenditures for material, services and financing within area
of responsibility
▪ Assures administrative, financial and technical quality;
▪ Coordinates and implements complex technical and process advisory services for partners in
Liberia
▪ Technical leads one technical advisor one driver and mentors interns;
▪ Represents the project/GIZ at the national level and in international fora
▪ Leads cooperation and coordination with donors in the field of mining, in coordination with the
German Embassy
▪ Takes responsibility for reporting, communications and impact monitoring in the area of
responsibility
▪ Collaborates with project stakeholders to define clear objectives and strategies for promoting
responsible and sustainable practices in the mining sector and its supply chains.
▪ Supports, monitors and quality checks contractors (consultants, installers, suppliers) who are
engaged to implement activities in the field.
▪ Delivers training programs within his/her area of expertise .
▪ Prepares and submits progress reports to project stakeholders, including findings, challenges,
and recommendations – to be done in coordination with Team and Head of Projects.
▪ Supports the Head of Project with financial planning and monitoring

▪ Provides technical and procedural advice – advising partner institutions, including mining,
environmental, and financial authorities, as well as civil society.
▪ Formulates terms of reference and manages the selection and supervision of consultants and
financing contracts for the implementation of project activities
▪ Provides technical opinion and advice to consultants and partners engaged to implement
relevant activities of all kinds, mostly regarding financial governance, transparency and civil
society engagement.
▪ Develops and implements project plans and activities in close consultation with partners,
especially the institutions involved
▪ Prepares and implement consultation and consultation processes for project activities and work
carried out in the intervention areas

▪ Develops training programs and materials civil society organizations on finance and accounting
to facilitate local subsidies
▪ Manages the design, preparation, and delivery of workshops, seminars, and other events on
topics related to the project’s field of activity
▪ Ensures cooperation, regular contact, and dialogue with local and external partners
▪ Facilitates training workshops and knowledge transfer sessions.

▪ Regularly collects and analyses data to track progress of his/her activities and makes
necessary adjustments3
▪ Develops and organizes quality assurance measures and proposes necessary changes,
improvements, and initiatives
▪ Carries out public relations activities and cooperates with local communities, organizations,
non-governmental structures, and important individuals in the project environment
▪ Cooperates with other projects with the aim of maintaining and improving good working
relationships.
▪ Coordinates monitoring and evaluation for Liberia and supports project-wide monitoring and
evaluation.

▪ Supervises and guides support staff and interns where necessary
▪ Supports the Head of Project with financial planning and monitoring
▪ Performs any other duties and tasks at the request of the Head of Project
Qualifications
▪ University degree in Administrative, Economic, Political, Geological and/or Legal Sciences
with focus on Mining, Minerals Or Resource Governance.
▪ Further qualifications related to project management and/or financial management are
considered an asset.
Professional experience
▪ 5 years’ professional experience in a comparable position working on resource governance;
▪ 5 years’ professional experience with managing projects funded by bilateral donors.
▪ Very good knowledge of the West African region, the mining industry and the associated
economic, social and environmental challenges;
▪ Management and advisory experience in the implementation of project activities using a multi
stakeholder approach;
▪ Knowledge of GIZ procedures for implementation with BMZ and the EU;
▪ Experience in financial management is an asset.
Other knowledge, additional competences
▪ Very good knowledge of English, knowledge of French or local languages is an asset
▪ Sensitivity in handling internal documents and information
▪ Excellent communication and interpersonal skills.
▪ Project management experience.
▪ Ability to work independently and as part of a team.
▪ Very good working knowledge of ITC technologies (related software, phone, email, internet)
and computer applications (e.g. MS Office)
▪ Willingness to upskill as required by the tasks to be performed – corresponding measures are
agreed with management
