POSITION SUMMARY

The Risk Manager is responsible for designing, implementing, and continuously strengthening TMI’s enterprise risk management framework. The position ensures that all material risks — credit, operational, liquidity, regulatory, and market risk — are identified, assessed, monitored, and mitigated in compliance with CBL regulations, IFRS standards, and sound microfinance practice. The Risk Manager provides quarterly risk reports directly to the Board of Directors.

KEY RESPONSIBILITIES

Enterprise Risk Framework

  • Design, implement, and maintain TMI’s comprehensive Enterprise Risk Management (ERM) framework covering all material risk categories.
  • Develop and maintain the TMI Risk Register with likelihood assessments, impact ratings, ownership assignments, and mitigation action plans.
  • Review and update the Risk Register quarterly and report enterprise risk status to the Board at each quarterly meeting.

Credit Risk Management

  • Design and enforce client screening protocols including credit referencing, income verification, and employment confirmation.
  • Enforce individual exposure limits (not to exceed 25% of capital) and group exposure limits (not to exceed 20% of capital) per CBL regulations.
  • Monitor loan portfolio quality weekly, tracking PAR ratios, delinquency rates, and early warning indicators.
  • Ensure Loan Loss Provisions are maintained at a minimum of 10% of total loans receivable at all times.
  • Conduct periodic loan portfolio stress tests against scenarios such as government salary delays and economic downturns.

Operational Risk Management

  • Identify and assess operational risks including fraud, system failures, data breaches, and process deficiencies.
  • Establish and maintain an effective internal controls framework in compliance with Section 48 of the CBL Regulation.
  • Oversee security and integrity of TMI’s loan management software and payroll integration systems, including access controls, audit trails, and data backup.
  • Maintain a business continuity and disaster recovery plan to ensure operational resilience.

Liquidity Risk Management

  • Monitor daily and monthly cash flow positions to ensure sufficient liquidity for all loan disbursements.
  • Ensure statutory reserves are maintained and excess liquidity is invested appropriately per Section 43 of the CBL Regulation.

Regulatory & Compliance Risk

  • Conduct monthly compliance reviews to ensure all TMI activities comply with CBL Regulation No. CBL/RSD/001/2021.
  • Support preparation and timely submission of all mandatory regulatory reports to the CBL (Section 52, CBL Regulation).
  • Coordinate with the Internal Auditor and external auditors for annual audits (Section 50, CBL Regulation).

Market Risk Management

  • Monitor macroeconomic indicators and government budget trends affecting civil servant and private sector borrower repayment capacity.
  • Develop and maintain portfolio diversification strategies to reduce concentration risk across client segments.

Staff Training & Risk Culture

  • Develop and deliver risk awareness training for all TMI staff to build a risk-conscious organizational culture.
  • Maintain the TMI Risk Policy Manual and ensure all staff understand risk management procedures relevant to their roles.

QUALIFICATIONS & EXPERIENCE

 

EducationRequired: Bachelor’s degree in Finance, Accounting, Risk Management, Business Administration, or Economics. Advantage: FRM, PRM, or CRM professional certification; Master’s degree in Finance or Risk Management.
ExperienceMinimum 4 years in financial risk management, credit risk, or compliance within a bank, MFI, or NBCO. Demonstrated experience in credit portfolio monitoring, loan loss provisioning, and internal controls design. Familiarity with CBL regulations and prudential standards for Liberian financial institutions is highly desirable.
Technical SkillsCredit risk assessment methodology; portfolio analysis; IFRS provisioning standards; CBL asset classification; proficiency in Excel and risk software; knowledge of payroll-linked lending credit risk.
